SRINAGAR: The Union Territory of Jammu and Kashmir has uploaded a substantial number of Waqf properties onto the central government’s UMEED portal, with 25,568 properties initiated or completed in the system. This significant digitisation effort places Jammu and Kashmir among the top Union Territories and states in terms of Waqf property data management.
Information was available with The Chenab Times indicating that out of the total 25,568 properties, 25,248 have received approval from the designated authority. Further details revealed that 223 properties were initially entered by the system’s creators, while 34 were submitted by them and 10 remained pending review. An additional 48 properties were sent back to the creator for revisions.
These figures were part of a comprehensive state-wise progress report on the UMEED Central Portal-2025, which was presented in the Lok Sabha by the Ministry of Minority Affairs. The report was submitted in response to a parliamentary question addressing the technical and operational challenges encountered by Waqf Boards across the country.
The UMEED portal, launched on June 6, 2025, is designed to streamline the process of uploading, managing, and maintaining records of Waqf properties. Following its introduction, the government acknowledged that certain technical and operational issues had surfaced. These challenges were primarily attributed to the extensive digitisation of legacy data, variations in internet connectivity across regions, differing levels of digital literacy among users, and deficiencies in the availability of essential property records.
To address the increasing volume of uploads, particularly as the initial six-month deadline approached, the Ministry of Minority Affairs confirmed that the server capacity of the portal had been enhanced. Furthermore, a robust monitoring mechanism has been integrated into the portal. This system allows for the systematic tracking of properties throughout their lifecycle, including those that have been uploaded, approved, are pending review, or have been reverted for further action.
Under the provisions of the UMEED Act, Waqf properties that were registered prior to the enactment of the amended law are mandated to have their details uploaded onto the UMEED portal within a stipulated period of six months. The Act also includes provisions for granting extensions under specific, defined circumstances, ensuring flexibility in the digitisation process.
The reported figures for Jammu and Kashmir underscore the Union Territory’s commitment to digitising and transparently managing its Waqf assets. The successful upload of over 25,000 properties signifies a major step towards improved governance and accessibility of information pertaining to these valuable assets.
