The Tamil Nadu government has announced a public holiday on October 6 for the Madurantakam and Dharapuram Assembly constituencies, coinciding with the date of the by-elections. The holiday, declared under the Negotiable Instruments Act, 1881, will apply to government offices, industrial establishments, and educational institutions within these constituencies.
The decision to declare a public holiday aims to facilitate the electoral process and ensure that all eligible voters, particularly those working in government and industrial sectors within the Chengalpattu and Tiruppur districts, and neighbouring areas, can exercise their franchise. Those registered as voters in Madurantakam and Dharapuram Assembly constituencies will be granted a paid holiday on polling day.
Background to the Bypolls
The by-elections in Madurantakam and Dharapuram were necessitated by the resignations of the sitting AIADMK MLAs, Maragatham Kumaravel and P Sathyabama, respectively. Both legislators subsequently joined the Tamilaga Vettri Kazhagam (TVK) and are now contesting the bypolls on the TVK’s ticket. This electoral contest marks a significant test for the three-month-old TVK government, led by Chief Minister C Joseph Vijay, as it assesses the party’s performance and the Chief Minister’s popularity post-Assembly elections. The by-elections are also viewed as a prestige battle for the AIADMK, seeking to reclaim the seats lost due to the defection of its former MLAs.
Political Landscape and Key Contenders
The political dynamics surrounding these by-elections are complex, with various parties vying for influence. The TVK has fielded Maragatham Kumaravel from Madurantakam and P Sathyabama from Dharapuram. The AIADMK has nominated S Kanitha Sampath for Madurantakam and K Bhanumathi for Dharapuram, with party chief Edappadi K Palaniswami expected to lead the campaign efforts.
Adding another layer to the political maneuvering, the Pattali Makkal Katchi (PMK), an ally of the AIADMK, has announced its neutrality in these by-elections, a decision that has reportedly put AIADMK leaders in a difficult position. The PMK’s stance is seen as a strategic move, potentially aimed at leveraging its influence in future political negotiations. Meanwhile, alliance partners of the TVK government, including the Congress, VCK, IUML, and MDMK, are expected to support the ruling party’s candidates.
The Left parties, CPI and CPI(M), who have previously supported the TVK government from the outside, have fielded their own candidates in these by-elections, adding a competitive edge to the contests. The nominations for the Madurantakam and Dharapuram constituencies have been finalized after a scrutiny process, with 49 out of 99 nominations being rejected, leaving 50 candidates in the fray.
Election Schedule and Process
The Election Commission of India announced the schedule for these by-elections, with nominations accepted from September 9 to 16. Scrutiny of nomination papers took place on September 17, and the last date for withdrawal of candidature was September 19. Polling is set for October 6, and the votes will be counted on October 9. These two seats are among seven vacancies in the Tamil Nadu Assembly, with elections in the other five constituencies pending due to ongoing legal cases.
The by-elections in Madurantakam and Dharapuram are significant not only for the parties involved but also as an indicator of the political currents in Tamil Nadu following the recent Assembly elections.
