Leh, Ladakh – The Union Territory of Ladakh will soon see the establishment of its High Court bench, with Leh designated as the initial place of sitting. Lieutenant Governor Vinai Kumar Saxena has given his approval for this arrangement, acting upon the recommendation of the Chief Justice of the High Court of Jammu and Kashmir and Ladakh.
Information was available with The Chenab Times indicating that the Registrar General of the High Court of Jammu & Kashmir and Ladakh communicated the Chief Justice’s recommendation on September 15, 2026. This decision to place the initial sitting of the High Court bench in Leh is underpinned by several critical judicial, administrative, and infrastructural considerations.
Judicial data reveals that a significant portion of the pending cases in the Union Territory of Ladakh originates from the Leh Division. Out of a total of 423 cases pending from Ladakh, 252 cases, representing nearly 60 percent, are from Leh. This concentration of litigation directly supports the choice of Leh as the initial sitting place, as it will serve the convenience of a larger number of litigants and legal professionals in the region.
Leh’s status as the administrative headquarters of the Union Territory further strengthens the rationale for its selection. The city hosts key administrative buildings including Lok Niwas, the Civil/Administrative Secretariat, and principal offices of various government departments. Locating the High Court bench in Leh is expected to facilitate smoother coordination in cases involving the administration, encompassing legal representation, responses from government authorities, and other administrative necessities pertinent to judicial proceedings.
While permanent institutional infrastructure for the High Court bench is planned for future development, suitable temporary facilities have already been identified within Leh. This proactive approach will allow the judicial functioning of the bench to commence without delays associated with lengthy construction processes and the development of permanent infrastructure.
Following the Lieutenant Governor’s approval, the Department of Law & Justice, in collaboration with the Deputy Commissioner of Leh, will undertake the necessary administrative arrangements. These will include establishing protocols, arranging accommodation for visiting judges and staff, and ensuring adequate security measures for the bench’s operations.
The approval has been formally accorded under Section 2(2) of the Union Territory of Ladakh (Sitting of Bench of the High Court of Jammu and Kashmir and Ladakh in Ladakh) Regulation, 2026. This regulation was promulgated by the President of India and came into effect on September 5, 2026, paving the way for this significant judicial development in Ladakh.
