Can a Nepal-Style Glacial Lake Disaster Strike Chenab Valley? Growing Risks in Kishtwar Raise Urgent Questions

The devastating floods in Nepal, which have left hundreds dead or missing and caused widespread destruction, have once again drawn attention to a growing threat across the Himalayas: Glacial Lake Outburst Floods (GLOFs). While no scientist is predicting an imminent catastrophe in Jammu and Kashmir’s Chenab Valley, recent studies and government assessments suggest that Kishtwar district possesses many of the characteristics that make Himalayan regions vulnerable to such disasters.

At the center of the concern are rapidly expanding glacial lakes in the upper reaches of Kishtwar, particularly in the Brahma Glacier region. Scientists, disaster management authorities, and government committees have all highlighted the need for continuous monitoring, early-warning systems, and preventive measures before risks become unmanageable.

What Happened in Nepal and Why Does It Matter?

GLOFs occur when a glacial lake suddenly releases a large volume of water after its natural dam—typically made of ice, rock, or moraine debris—fails. Such failures can be triggered by glacier collapse, landslides, avalanches, earthquakes, or extreme rainfall.

The resulting floods can travel downstream at tremendous speed, carrying boulders, mud, debris, and water capable of destroying bridges, roads, settlements, and hydropower infrastructure.

The recent Nepal tragedy has highlighted how vulnerable Himalayan regions remain to these events, particularly as climate change accelerates glacier retreat and the expansion of glacial lakes.

Why Kishtwar Is Under the Spotlight

Kishtwar is not just another mountain district. According to an official report, it contains 197 glacial lakes, accounting for 36.08 percent of all glacial lakes in Jammu and Kashmir, the highest concentration in the Union Territory.

The report identifies Hangu Lake and Mundiksar Lake as high-risk glacial lakes, while another lake near Patla Pani has been categorized as moderate risk.

The district’s geography further compounds the danger. Water originating from glaciers in Kishtwar eventually feeds into the Marwah River and later the Chenab River, creating a pathway through which any major flood event could impact downstream communities and infrastructure.

Lakes Growing at an Alarming Rate

One of the most significant findings comes from a scientific study led by Prof. Sunil Dhar of the Department of Environmental Sciences, Central University of Jammu.

As reported by Daily Excelsior, satellite imagery spanning nearly two decades revealed that three glacial lakes in the Brahma Glacier region have expanded dramatically.

The newspaper reported:

"Analysis of satellite imageries covering nearly 20 years indicates that the area of these lakes, which was around 10 to 12 hectares two decades ago, has now increased to nearly 80 to 90 hectares."

Such growth does not automatically mean a disaster is imminent. However, larger lakes generally store more water, increasing the potential consequences if a breach occurs.

The study further noted:

"The glacial lakes are expanding constantly with every passing year."

Scientists Are Warning, Not Predicting Disaster

A crucial distinction must be understood.

Scientists are not saying that a GLOF will definitely occur tomorrow, next month, or next year. Instead, they are warning that the conditions that increase vulnerability are becoming more pronounced.

According to Daily Excelsior, experts have stressed that the findings should be treated as:

"a warning for preparedness rather than a prediction of any imminent disaster."

This nuance is important because discussions around GLOFs often generate fear. The scientific consensus emerging from studies in Kishtwar is that the region should act now while there is still time to reduce risks.

The Threat to Communities and Infrastructure

The concern extends beyond remote mountain valleys.

Prof. Dhar’s assessment highlighted that:

"Downstream flash floods present a high risk to multi-billion dollar hydroelectric power projects operating along the Chenab cascade, alongside regional highways, bridges and local communities."

This warning is particularly relevant because Kishtwar has emerged as one of India’s most significant hydropower regions.

Projects such as Pakal Dul, Kiru, Kwar, Ratle, Dul Hasti, Kirthai, Lower Kalnai, and others depend upon rivers originating in glacier-fed catchments.

A sudden release of water from a high-altitude lake could create cascading consequences across infrastructure networks that stretch far beyond Kishtwar itself.

Earlier Warnings Already Existed

Long before Nepal’s recent disaster dominated headlines, concerns about Kishtwar’s glacial lakes had already been documented.

In September 2025, The Chenab Times highlighted a District Disaster Management Authority (DDMA) Kishtwar report that described the district’s growing vulnerability to GLOFs.

The report identified remote regions such as Padder, Machail, Marwah, Warwan, and Dachhan as particularly exposed due to their location downstream of glacier-fed systems and limited disaster response infrastructure.

The report warned that expanding lakes, fragile moraine dams, seismic activity, landslides, and extreme weather could collectively create conditions favorable for a major outburst flood.

Importantly, it also emphasized that Kishtwar lies in Seismic Zone V, meaning earthquakes remain an additional risk factor capable of destabilizing already vulnerable glacial lakes.

Government Monitoring Has Intensified

Recognizing these concerns, the Jammu and Kashmir Government established a Focused Glacial Lake Outburst Flood Monitoring Committee in April 2024.

According to The Tribune, authorities have identified:

  • 14 high-risk glacial lakes
  • 3 moderate-risk glacial lakes
  • 7 low-risk glacial lakes

across Jammu and Kashmir.

The government has also initiated expeditions to vulnerable lakes, collected field data, and begun work on early-warning mechanisms.

The committee’s mandate includes identifying dangerous lakes, assessing risks, recommending technical interventions, and coordinating preparedness measures among various agencies.

What Experts Recommend

The proposed solutions focus on prevention rather than emergency response alone.

Experts have recommended:

"controlled drainage of the vulnerable lakes to prevent further enlargement."

However, they caution that such interventions must be carried out carefully because disturbing unstable moraine dams could itself trigger instability.

Other recommended measures include:

  • Continuous satellite monitoring.
  • Regular field inspections.
  • Assessment of moraine dam stability.
  • Monitoring lake water levels.
  • Development of robust GLOF early-warning systems.
  • Training local personnel and communities.
  • Hazard mapping and evacuation planning.

The DDMA Kishtwar report, highlighted by The Chenab Times, additionally advocates stronger community preparedness, climate adaptation measures, resilient infrastructure planning, and long-term research on glacier dynamics.

So, Can Nepal’s Tragedy Repeat in Chenab Valley?

The honest answer is that no one can say with certainty.

There is no scientific evidence suggesting that a catastrophic GLOF is imminent in Kishtwar. However, there is growing evidence that several conditions associated with GLOF disasters elsewhere in the Himalayas are present in the Chenab Valley.

Glacial lakes are expanding. Some are bounded by unstable moraine dams. The region is seismically active. Critical infrastructure lies downstream. Climate change continues to accelerate glacier retreat.

Perhaps the most balanced assessment comes from the scientific findings, which stress that the objective is:

"not to create alarm but to ensure that the growing risk remains manageable through timely assessment, monitoring, early warning and technically sound mitigation."
