Taking note of violations of the Transfer Policy across several departments, the government today clarified that officials who stay at a particular posting for longer than the transfer policy allows should only be allowed in “exceptional circumstances,” while Administrative Secretaries have been directed to rotate officers who have been there for more than 5 years.
The move comes after the Anti-Corruption Bureau (ACB) submitted a report to the government in which it outlined the violations and instances in which the government’s policy was broken, while also emphasising the need for overstaying officers in several departments to be rotated in the system’s overall interest.
In this regard, an official communication stated that the ACB had submitted a report in which the Bureau raised the issue of officials flouting transfer norms, while also observing that several officials have remained at the same posting for years, resulting in an open violation of the transfer policy, which has an impact on the regular rotation of officials.
In this regard, the General Administration Department (GAD) stated in a letter to the Administrative Secretaries that the competent authority, after reviewing the ACB’s report, concluded that stays longer than those allowed in the transfer policy should only be permitted in exceptional circumstances.
The government has also asked all Administrative Secretaries to compile a list of employees who have stayed at the same job for a long time and arrange for their rotation.
“In the first place, administrative secretaries should be asked to gather a list of employees who have been with the company for more than five years,” the communication stated. Unless there are exceptional circumstances, such officers must be rotated, according to the government.
It should be noted that the issue of officers overstaying at various departments has been repeatedly raised, despite the fact that there have been instances where officers have been rotated well ahead of schedule, while others continue to overstay at multiple postings, particularly in the Health Department, where violations of the transfer policy have been reported time and time again.
The Government has directed all Administrative Secretaries to strictly follow the directives of the relevant authorities for any further action that may be required in the case, as well as to submit an Action Taken Report in the matter of GAD as soon as possible.
