DDC Doda reviews progress of PWD under Capex Budget, NABARD, CRF & Languishing Projects

In order to review the performance of PWD (R&B) in the district under Capex Budget 2022-23, NABARD, CRF and Languishing Projects, District Development Commissioner Doda Vishesh Paul Mahajan convened a meeting of key officials of the department in his office chamber today. The meeting was attended ADDC Doda Pran Singh, Superintending Engineer PWD Suresh Kumar, CPO Doda Suresh Kumar, Ex En Special Sub Division Gandoh Mushtaq Ahmed, Ex En Doda Mohd Rafeeq, Ex En Bhaderwah Tanzeel Ahmed, AEEs and AEs of the department.

It was informed that out of 685.92 lakhs allocation in the Capex Budget, 342.96 lakhs stand released to the PWD for 72 number of works, for the financial year 2022-23. Out of 72 approved works 53 have been alloted, while 6 works stand completed and 8 works are declared non feasible by the concerned engineers. SE informed that expenditure of 27.165 lakhs have been made till date. SE further informed that work done liability for more than Rs. 70 lakhs has been created under Capex Budget and bills for the same shall be submitted shortly in the concerned treasuries for withdrawal in favour of the concerned contractors.

While reviewing progress under NABARD, it was provided in the meeting that total 22 works were approved in the district out of which 7 works have been completed and 11 are ongoing. Under CRF total 31 roads were approved. Seven roads under CRF have been completed till date and 19 are ongoing under CRF in the district. Under Languishing Projects the department has 33 projects out of which 18 are complete and 10 projects are ongoing in the district.

DDC asked SE and Ex Ens to monitor personally the quality of the work on ground. Regarding non-feasible works it was decided in the meeting that the works be sent to the authorities recommending their foreclosure and funds involved in these works be processed for reallocation.

DDC directed the concerned to ensure 75% of the total works approved under all sectors are completed both physically and financially by or before 15th of November. It was instructed that works involving cement work must be completed before 31th of December. Besides, bottlenecks hampering the progress on some of the roads and other projects were discussed in detail in the meeting and DDC directed the Ex Ens to take up the matter with ADCs/ SDMs, and other concerned officers for early resolution of the issues and timely completion of the works. He issued clear directions that if after exhausting all the legitimate sources for the resolution of bottlenecks, the work is not taken up, the same works must be processed for foreclosure.
DDC also directed the department to ensure that no work is held up or delayed beyond its alloted time of completion by any contractor.
