Outsiders shouldn’t be permitted to vote in Jammu and Kashmir, says Ghulam Nabi Azad, a former chief minister and the chairman of the Democratic Azad Party. Azad said that the Jammu administration’s order to make it easier for new voters from outside the union territory to register will exacerbate social tensions.
“Voting in the UT shouldn’t be done by outsiders. There should only be local voters permitted. According to the system, they can cast their votes in sealed envelopes in their states, the former Congress leader added.
“The importance of voting in Jammu and Kashmir has been that only locals vote – be it Jammu or Kashmir,” he further said.
In the Union Territory, the Special Summary Revision of the electoral rolls began on September 15 in order to register new voters, delete, correct, and transpose voters who had moved or passed away since the previous summary revision.
In order to facilitate voter registration, the Jammu administration authorised tehsildars (revenue officers) to give a certificate of residency to persons who have lived in the winter capital for more than a year.
With the exception of the BJP, almost all of the mainstream parties have attacked the order, arguing that the Centre is attempting to alter the population ratio in Jammu and Kashmir.
