DM Doda orders “mandatory disclosure of details of tenants” across district

District Magistrate (DM) Doda, Vishesh Paul Mahajan, has issued an order mandating the disclosure of details of tenants in the district. The order, issued under Section 144 CrPC, aims to ensure public safety and prevent anti-national and anti-social elements from hiding in residential areas under the guise of tenants and domestic helpers, according to the order.

According to an order, a copy of which lies with The Chenab Times, all landlords, owners of properties, vehicle owners, owners of shops or commercial business establishments, attorney holders, and persons in charge of these properties in any capacity located in the entire jurisdiction of District Doda have been asked to submit the detailed particulars of the tenants as per the declaration form, to be signed by both the owner and the tenants, to the concerned police station within 7 days, either in person or by registered mail.

The order makes landlords and property owners, along with the tenants, accountable for any arrangements for letting or subletting the property, such as paying guests or tenants. Owners who have allowed Jhuggies on their lands will also be required to disclose the details as per the declaration form, the order reads according to The Chenab Times. The SHO concerned shall maintain a separate register for this purpose. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

The declaration form shall be available on the district website, as the notice cannot be served individually. The DM stated that the order is being implemented to have complete data on tenants and domestic helpers in the district, and to ensure that the residential areas are safe and secure for the residents.
