R&B Office Employee in Bandipora Arrested by ACB for Accepting Bribe

In a significant development, the Anti Corruption Bureau (ACB) apprehended a clerk working in the office of the Executive Engineer, Roads and Buildings (R&B) Bandipora, for allegedly demanding and accepting a bribe of Rs 29,000. The bribe was solicited in exchange for assisting the complainant in obtaining a contractor card.

The ACB took action following a complaint filed by a resident of Bandipora against Gh. Nabi Wani, a clerk employed in the aforementioned government office. The complainant accused Wani of seeking a bribe to facilitate the procurement of a contractor card, vital for securing work opportunities.

The complainant, who hails from an economically disadvantaged background and holds a postgraduate degree, was unemployed at the time. In an effort to support his family and secure livelihood, he decided to apply for a contractor card. Visiting the office of the Executive Engineer R&B Bandipora, he met with clerk Gh. Nabi Wani, seeking assistance and information regarding the necessary procedures.

According to the complainant, Wani assured him that he would help obtain the required experience certificate, attested by the Executive Engineer Bandipora as per regulations. The clerk requested various documents, including educational certificates, identification proof, bank statements, photographs, and an affidavit with the requisite e-stamp fee. The complainant complied with all these demands.

Subsequently, Wani demanded a bribe of Rs 30,000 from the complainant for his services. Facing financial constraints, the complainant appealed for a reduction in the amount, ultimately settling on an agreed sum of Rs 29,000 as the bribe. Faced with these circumstances, the complainant approached the ACB, filing a complaint against the clerk and seeking legal action.

Based on the merits of the complaint, the ACB registered a case (FIR number 04/2023) under Section 7 of the Prevention of Corruption Act, 1988, at the Anti Corruption Bureau Police Station in Baramulla. An investigation was promptly initiated.

As part of the investigation process, a trap team was formed, which successfully caught the accused clerk red-handed while accepting the bribe of Rs 29,000 from the complainant. Following the completion of all necessary legal formalities, the ACB arrested the clerk on the spot.

The ACB affirmed that the investigation into the case is ongoing. The apprehended clerk, Gh. Nabi Wani, will face charges under Section 7 of the Prevention of Corruption Act, 1988.
