District Administration in J&K’s Kishtwar Establishes Social Media Monitoring Cell to Curb ‘False Reporting’

In a move that raises questions about the preservation of free speech and media ethics, the Office of the Deputy Commissioner in Kishtwar has announced the establishment of a Social Media Monitoring Cell. This development comes amid concerns over the rise of unregulated online media outlets and alleged false reporting targeting government officials.

The order, issued by Dr. Devansh Yadav (IAS), Deputy Commissioner of Kishtwar, outlines the rationale behind the formation of this monitoring body. It highlights concerns that several online social media platforms operating within the district, distinct from registered print and audio-visual media groups, have been engaging in what is described as “fake and frivolous reporting” against government functionaries. Such reporting, according to the order, is deemed to tarnish the image of the government machinery.

The order further cites the need to uphold the guidelines of the Information Technology (Intermediary Guidelines and Digital Media Ethics Codes) Rules of 2021, as per order copy The Chenab Times obtained. These guidelines aim to regulate online content and ensure responsible reporting by media organizations.

The newly constituted Social Media Monitoring Cell consists of three key members:

  1. Inderjeet Parihar (JKAS): Addl. Deputy Commissioner Kishtwar, who serves as the Head/Chairperson of the committee.
  2. Ishan Gupta (JKPS): DySP HQ Kishtwar, a member of the committee.
  3. Munit Sharma: District Information Officer Kishtwar, also a member of the committee.

The committee is entrusted with the responsibility of daily vigilance and monitoring of all social media platforms operating within the district. Its primary objective is to identify and report cases of false media reporting and unverified news sources to the Deputy Commissioner for further action.

The order does allow the committee’s Head to co-opt additional officers or officials into the Social Media Monitoring Cell, subject to prior approval from the Deputy Commissioner. This provision hints at the potential for expansion as the committee deems fit.

The order (No.: CK/PS/23/2102-07) has also been circulated to various key stakeholders for their information and necessary action. These include the Divisional Commissioner in Jammu, the Senior Superintendent of Police in Kishtwar, the Additional Deputy Commissioner in Kishtwar, the Deputy Superintendent of Police in HQ Kishtwar, and the District Information Officer in Kishtwar. Furthermore, the District Information Officer is instructed to publicize this order widely.

While the establishment of a Social Media Monitoring Cell may be seen as a step towards curbing false reporting and maintaining the integrity of media, it also raises concerns about potential infringements on freedom of speech and journalistic independence. Critics argue that such monitoring bodies could be used to stifle dissent and curtail the ability of journalists to report on government activities without fear of reprisal.

As this new committee begins its work, it remains to be seen how it strikes a balance between upholding media ethics and safeguarding freedom of the press in Kishtwar.
