Kishtwar and Ramban Get New Deputy Commissioners in Major J&K Administrative Reshuffle

Srinagar, June 11 – In a significant administrative overhaul, the Government of Jammu and Kashmir issued Government Order No. 694-JK(GAD) on June 11, 2025, effecting immediate transfers and postings of several senior officers across various departments. The move, aimed at enhancing administrative efficiency, involves officers from the Indian Administrative Service (IAS), Jammu and Kashmir Administrative Service (JKAS), and other cadres, with many assuming additional responsibilities to streamline governance.

Mr. Anil Kumar Singh, IAS (AGMUT:1995), previously awaiting orders of adjustment in the General Administration Department, has been appointed as the Principal Secretary to the Government, Social Welfare Department. In addition to his primary role, he will also hold the charge of Administrative Secretary, Mining Department, relieving Shri Vikramjit Singh, IPS, of the additional responsibility.

Shri Saurabh Bhagat, IAS (AGMUT:2002), formerly the Commissioner/Secretary to the Government, Science and Technology Department, and holding the additional charge of Administrative Secretary, Information Technology Department, has been transferred to serve as Commissioner/Secretary to the Government, Department of Food, Civil Supplies and Consumer Affairs.

Shri Zubair Ahmad, JKAS, who was serving as Commissioner/Secretary to the Government, Department of Food, Civil Supplies and Consumer Affairs, has been reassigned as Commissioner/Secretary to the Government, Department of Floriculture, Parks and Gardens, relieving Shri Shailendra Kumar, IAS (AGMUT:1995), of the additional charge.

Dr. Shahid Iqbal Choudhary, IAS (AGMUT:2009), previously awaiting orders of adjustment, has been posted as Secretary to the Government, Science and Technology Department. He will also take on the role of Administrative Secretary, Civil Aviation Department, relieving Shri Mohammad Aijaz, IAS (AGMUT:2012), of the additional charge.

Shri Niraj Kumar, IAS (AGMUT:2010), previously the Administrative Secretary, Transport Department, has been transferred to the position of Administrative Secretary, Public Grievances Department, taking over the additional charge from Shri Mohammad Aijaz, IAS (AGMUT:2012). Meanwhile, Dr. Piyush Singla, IAS (AGMUT:2012), who was awaiting orders of adjustment, has been appointed as Secretary to the Government, Information Technology Department.

Mr. Naveen S L, IAS (AGMUT:2012), also awaiting orders of adjustment, has been posted as Secretary to the Government, Transport Department. Shri Nazim Zai Khan, IAS (AGMUT:2013), previously the Mission Director, National Health Mission, J&K, has been transferred to serve as Mission Director, Integrated Child Protection Scheme (ICPS), J&K.

Shri Majid Khalil Ahmad Drabu, IAS (AGMUT:2013), formerly the Mission Director, ICPS, J&K, has been reassigned as Commissioner of Enquiries, J&K. Shri Owais Ahmed, IAS (AGMUT:2014), who was serving as Commissioner, Srinagar Municipal Corporation, and holding the additional charge of CEO, Special Purpose Vehicle for Srinagar City for the Smart City Project, has been transferred to the position of Director, Food, Civil Supplies and Consumer Affairs, Kashmir. Shri Abdul Rashid War, JKAS, has been directed to report to the General Administration Department for further posting.

Mr. Gurpal Singh, IAS (AGMUT:2014), awaiting orders of adjustment, has been appointed as Director, Social Welfare, Jammu. Shri Baseer Ul Haq Chaudhary, IAS (AGMUT:2015), previously the Deputy Commissioner, Ramban, has been transferred to serve as Mission Director, National Health Mission, J&K.

Dr. Bilal Mohiud Din Bhat, IAS (AGMUT:2017), formerly the Deputy Commissioner, Srinagar, has been reassigned as Deputy Commissioner, Budgam. In a corresponding move, Shri Akshay Labroo, IAS (TR:2018), previously the Deputy Commissioner, Budgam, has been transferred to the position of Deputy Commissioner, Srinagar.

Shri Faz Lul Haseeb, IAS (AGMUT:2018), who was serving as Managing Director, J&K Tourism Development Corporation, has been appointed as Commissioner, Srinagar Municipal Corporation. He will also retain the charge of CEO, Special Purpose Vehicle for Srinagar City for the Smart City Project, until further orders.

Shri Rupesh Kumar, IAS (AGMUT:2019), previously the Director, Social Welfare, Jammu, and holding the additional charge of CEO, Jammu and Kashmir e-Governance Agency (JaKeGA), has been transferred to serve as Vice Chairman, Jammu Development Authority.

Shri Shahzad Alam, IAS (AGMUT:2019), currently the Director, Employment, J&K, and holding additional charges of Chief Executive Officer, Mission Youth, and Mission Director, Mission YUVA, will now also assume the role of Director, Skill Development, J&K, until further orders. Shri Om Prakash Bhagat, JKAS, has been directed to report to the General Administration Department for further posting.

Ms. Shreya Singhal, IAS (AGMUT:2020), awaiting orders of adjustment, has been appointed as Managing Director, J&K Tourism Development Corporation. She will also hold the charge of CEO, J&K Economic Reconstruction Agency (JK ERA), relieving Shri Mohammad Aijaz, IAS (AGMUT:2012), of the additional responsibility.

Mr. Ananth Dwivedi, IAS (AGMUT:2021), also awaiting orders of adjustment, has been posted as CEO, State Health Agency, J&K. He will additionally serve as Mission Director, Ayush Bharat Digital Health Mission, J&K, until further orders.

Ms. Mahima Madan, IAS (AGMUT:2021), awaiting orders of adjustment, has been appointed as CEO, JaKeGA. She will also hold the charge of Additional Secretary, Resident Commission, New Delhi, until further orders.

Among the JKAS officers, Shri Pankaj Kumar Sharma, previously the Vice-Chairman, Jammu Development Authority, has been transferred to serve as Deputy Commissioner, Kishtwar. Shri Rajesh Kumar Shavan, JKAS, has been directed to report to the General Administration Department for further posting.

Shri Roshan Lal, JKAS, previously the Additional District Development Commissioner, Ramban, has been reassigned as Additional District Development Commissioner, Rajouri. Shri Mohammad Alyas Khan, JKAS, formerly the Additional Secretary in the Lieutenant Governor’s Secretariat, has been appointed as Deputy Commissioner, Ramban.

Shri Vivek Phonsa, JKAS, who was under orders of transfer as Programme Officer, Integrated Child Development Services (ICDS) Project, Kathua, has now been posted as Additional Secretary to the Government, Home Department.

The order, issued by the Commissioner/Secretary to the Government, has been circulated to all relevant authorities, including Financial Commissioners, Principal Secretaries, and Deputy Commissioners, with instructions for immediate implementation. The reshuffle is expected to strengthen administrative coordination and service delivery across various sectors in the Union Territory.
