The Health & Medical Education Department of the Government of Jammu and Kashmir has issued two significant transfer and posting orders, numbered 428-JK(HME) and 429-JK(HME) of 2025, dated June 28, 2025, to streamline administration and enhance patient care across the region. These orders, effective immediately, involve the reassignment of numerous medical officers and specialists, with a notable focus on the Chenab Valley region, encompassing districts such as Doda, Bhaderwah, Thathri, and surrounding areas. The transfers, deemed temporary and subject to the outcome of any pending writ petitions, do not confer preferential rights for regularization or promotion, adhering strictly to health service regulations.
In the first order, Government Order No. 428-JK(HME) of 2025, several doctors have been relocated to new roles. Dr. Narinder Singh Bhatial, previously awaiting orders of adjustment, has been appointed as In-Charge (I/C) Deputy Superintendent at Government Hospital, Gandhi Nagar, also overseeing the Medical Superintendent role. Dr. Balwinder Singh moves from I/C Deputy Superintendent at the same hospital to I/C Block Medical Officer (BMO) at R.S. Pura. Dr. Mohd Ajaz, formerly a Medical Officer at PHC Budhal, is now I/C BMO at Mahore. Dr. Versha Sharma transitions from I/C BMO Thathri to I/C BMO Bhaderwah, while Dr. Rajneesh Kumar shifts from I/C BMO Pounui to I/C BMO Reasi. Dr. Mohammad Ashraf Kuchay, previously I/C BMO Bhaderwah, takes up I/C BMO Pounui. Dr. Abdul Qayoom, a Medical Officer at DH Samba, is now I/C BMO Parole, and Dr. Vivek Mangotra moves from I/C BMO Parole to I/C BMO Purmandal. Dr. Sudeesh Kumari Tanoch, a Medical Officer at PHC Haryan, Udhampur, has been elevated to I/C Chief District Health Officer (CDHO) at Udhampur. Dr. Mohd. Azam, a Medical Officer at DH Poonch, becomes I/C District Health Officer (DHO) Poonch, and Dr. Raj Kumar shifts from I/C BMO Purmandal to I/C DHO Doda. Dr. Ruby Naz moves from Medical Officer at NTPHC Bamyal to I/C Dy. CMO Poonch, while Dr. Monika Kotwal transitions from I/C BMO R.S. Pura to I/C Dy. CMO Samba. Dr. Kewal Kishore Thakur, MD Anatomy, on deputation to GMC Doda, is now on deputation to JKMSCSL, and Dr. Romesh Chander, MD Anatomy, awaiting adjustment in DHSJ, is deputed to GMC Doda. Dr. Shakeel Ahmad Kichloo, a Dental Surgeon, will temporarily manage BMO Thathri until further arrangements.
The second order, Government Order No. 429-JK(HME) of 2025, further expands the reshuffle. Dr. Nighat Yasmeen Sheikh moves from I/C Medical Superintendent at DH Ganderbal to I/C Dy. Director Health Services (HQ) Kashmir. Dr. Saba Wani shifts from I/C Assistant Director (TB) to I/C Dy. Director Health Services (Schemes) Kashmir. Dr. Afsana Bano, awaiting adjustment, becomes I/C Assistant Director (TB) Directorate of Health Services, Kashmir. Dr. Kulsum Hassan Kanjwal, a Medical Officer at PHC Rahmoo, is now I/C Assistant Director Directorate of Health Services, Kashmir. Dr. Mohammad Ramzan Mir, I/C CMO Kupwara, takes I/C Assistant Director, Family Welfare, MCH and Immunization, effective June 30, 2025. Dr. Ab. Gani Raina moves from I/C Medical Superintendent DH Kulgam to I/C CMO Baramulla. Dr. Masarat Iqbal, I/C Medical Superintendent at DH Bandipora, becomes I/C CMO Kupwara from June 30, 2025. Dr. Hashmat Sultan Shora shifts from I/C BMO Chadoora to I/C SSO, DHSK, relieving Dr. Samina Gul.
Focusing on the Chenab Valley, the transfers highlight strategic repositioning of medical personnel. Dr. Versha Sharma’s move from I/C BMO Thathri to I/C BMO Bhaderwah ensures continuity in local healthcare leadership. Dr. Raj Kumar’s appointment as I/C DHO Doda from I/C BMO Purmandal strengthens district oversight. Dr. Kewal Kishore Thakur’s deputation to JKMSCSL from GMC Doda and Dr. RomeshChander’s deputation to GMC Doda from DHSJ reflect specialized support for the region. Dr. Shakeel Ahmad Kichloo’s temporary charge of BMO Thathri addresses immediate needs, while Dr. Mohd Ajaz’s new role as I/C BMO Mahore enhances rural healthcare delivery.
Other notable transfers in the second order include Dr. Farah Shafi moving from I/C BMO Hazratbal to I/C Medical Superintendent Ganderbal, Dr. Syed Masood from I/C DIO Anantnag to I/C Medical Superintendent DH Kulgam, and Dr. Adil Hussain Kango from a Medical Officer awaiting posting to I/C Medical Superintendent at Bone & Joint Hospital, Barzulla. Dr. Asif Ali Khanday transitions from Medical Officer at SDH Chadoora to I/C Medical Superintendent DH Bandipora, Dr. Abdul Majeed Bhat from Medical Officer at DH Budgam to I/C BMO Hazratbal, and Dr. Reyaz Ahmad Rather from Medical Officer at Block Khansahib to I/C BMO Chadoora. Dr. Ashaq Hussain Azad Bhat moves from Medical Officer Block Kulgam to I/C BMO DH Pora, Dr. Nazir Ahmad Bhat from I/C BMO Kalaroos to I/C BMO Langate, and Dr. Mohammad Hafiz Khan from I/C BMO Langate to I/C BMO Kalaroos. Dr. Basara Mir shifts from Medical Officer at STDC to I/C STO Kashmir, Dr. Akhtera from Medical Officer at Block Shangus to I/C DHO Anantnag, and Dr. Zahoor Ahmad from Medical Officer at SDH Kokernag to I/C DIO Shopian. Dr. Mir Khursheed moves from Medical Officer at DTC Pulwama to I/C Principal GNM School Pulwama, Dr. Aftab Masood from I/C Principal GNM School Pulwama to I/C Principal ANMT School Kulgam, and Dr. Riyaz Ahmad Parray from I/C BMO D.H. Pora to I/C Principal ANMT School Shopian. Dr. Imtiyaz Darwaish, awaiting posting, becomes I/C Dy. Medical Superintendent Super Specialty Hospital Srinagar, Dr. Suhaila Sheikh from PHC Sambora to I/C Dy. Medical Superintendent Children Hospital Bemina, Dr. Khursheed Ahmad Khan from deputation to State Health Agency to I/C Dy. CMO Pulwama, Dr. Lubna Shafi from awaiting posting to I/C Dy. Medical Superintendent Hospital Sanatnagar, and Dr. Rehana from Medical Officer at PHC to I/C Dy. Medical Superintendent Hospital Sanatnagar. Additionally, Dr. Bisma Khan, Dr. Shahida Habib, Dr. Rukhsana Rashid Khan, Dr. Qazi Haroon Rashid, and Dr. Mir Mohammad Iqbal are deputed to NHM, JKMSCSL, AIDS Control Society, JKMSCL, and NHM respectively, on standard terms.
The orders, signed by Dr. Syed Abid Rasheed Shah, IAS, Secretary to the Government, mandate that transferees join their new postings forthwith, with Heads of Departments required to submit compliance reports by July 1, 2025. This extensive reshuffle underscores the government’s commitment to optimizing healthcare delivery across Jammu and Kashmir, with particular attention to the Chenab Valley’s medical infrastructure.
