SRINAGAR, July 26: The Jammu and Kashmir Government has ordered a formal enquiry into the recent incident at Government Medical College (GMC) Srinagar, involving the closure of operation theatres and subsequent disruption of medical services. The move comes amid growing public concern over alleged administrative lapses and the impact on healthcare delivery at one of the Valley’s leading medical institutions.
According to Government Order No: 506-JK(HME) of 2025, dated July 25, Shri Baseer ul Haq Chaudhary (IAS), Mission Director, National Health Mission J&K, has been appointed as the Enquiry Officer to lead the investigation. The order, issued by the Health and Medical Education Department, mandates a detailed and “objective and comprehensive examination” of the circumstances surrounding the incident, which took place on July 23, 2025.
The terms of reference outlined in the order require the Enquiry Officer to assess the immediate precursors to the incident, examine the breakdown in law and order, and scrutinise the sequence of events that unfolded thereafter. A particular focus has been placed on the “closure of Operation Theatres (OTs)” at GMC Srinagar—an event that has triggered sharp criticism from civil society and health sector stakeholders.
The enquiry will determine whether the closure was avoidable and, if so, identify individuals whose actions may have constituted dereliction of duty or breach of established medical protocols. The government has emphasised the need to fix responsibility where due.
Additionally, the Enquiry Officer has been tasked with recommending measures to enhance internal grievance redressal systems, improve administrative coordination, and ensure the smooth functioning of the institution. The officer is also expected to propose remedial and preventive steps to avert similar disruptions in the future.
Shri Mohammad Ashraf Hakak (JKAS), Administrator of Associated Hospitals, GMC Srinagar, has been designated as the Presenting Officer in the matter.
The final enquiry report is to be submitted to the government within a period of fifteen days from the issuance of the order.
