Poonch Police have attached immovable property belonging to a Pakistan-based terror handler as part of legal measures to counter cross-border terrorism and anti-national activities.
The action targets assets linked to individuals evading Indian law while supporting terror networks from abroad. According to details received by The Chenab Times, the attachment was carried out in compliance with court directions in connection with FIR No. 07/2002 registered at Police Station Mandi under Sections 2/3 of the Enemy Agents and Illegal Migrants (Control) Act. The property consists of 10 kanal and 14 marlas of land under Khasra No. 491 in Tehsil Mandi, District Poonch, with an assessed value of approximately ₹22.05 lakh.
The land belongs to Abdul Aziz, son of Ahmeda Lone, a resident of Chamber Kanari in Tehsil Mandi, District Poonch. Abdul Aziz exfiltrated to Pakistan or Pakistan-occupied Jammu and Kashmir years ago and has since operated as a terror handler, engaging in activities hostile to India’s security and national sovereignty. Due to his persistent evasion of legal proceedings, a court declared him a proclaimed offender. Poonch Police made sustained efforts to arrest him but found him beyond reach, prompting the court to order the property attachment.
The attachment was executed by Poonch Police in coordination with the Revenue Department, following all required legal procedures, including verification and documentation. This step aligns with ongoing efforts by security agencies in Jammu and Kashmir to disrupt the financial and logistical backbone of terror networks operating across the border. By targeting such assets, authorities aim to deprive handlers and their associates of resources that sustain anti-national operations.
The case dates back to an FIR registered more than two decades ago, highlighting the long-term persistence of certain cross-border terror linkages in the Poonch region, which shares a sensitive border with Pakistan and Pakistan-occupied Jammu and Kashmir. Poonch district, located in the Jammu division of Jammu and Kashmir, has witnessed repeated security challenges due to its proximity to the Line of Control.
District Police Poonch, in an official statement, reiterated its firm resolve to act decisively and within the law against Pakistan-based terror handlers and all elements engaged in activities prejudicial to national security. The force assured the public that such operations will persist to safeguard peace, public safety, and the sovereignty of the nation.
This development comes amid a series of similar actions by Jammu and Kashmir Police in recent times to choke terror financing and support structures in border districts. Officials emphasize that depriving proclaimed offenders of their immovable assets serves as a deterrent and strengthens the legal framework against terrorism. The measure underscores the commitment to dismantling networks that threaten stability in the Union Territory and beyond.
Local residents in Mandi tehsil, where the attached land is located, have long dealt with the fallout of cross-border militancy, including disruptions to normal life and economic activity. Authorities view property attachments as an effective non-kinetic tool to pressure fugitives and their enablers while adhering to judicial oversight. The action against Abdul Aziz follows established precedents in the region, where courts have approved similar steps in old cases involving enemy agents and illegal migrants.
