Government announces continuation of relief for domestic electricity consumers
SRINAGAR: The Jammu and Kashmir administration has announced an extension of the Power Amnesty Scheme for domestic consumers until March 31, 2026. This move aims to provide ongoing relief by waiving accumulated interest and surcharge charges on electricity bills incurred up to March 2025.
Information was available with The Chenab Times that the scheme, designed to facilitate consumers in settling outstanding electricity dues through a structured payment plan, remains in effect. The announcement was made by the government in response to a query raised during a session of the Legislative Assembly.
Addressing concerns regarding alleged arbitrary power disconnections in areas such as Kangan, the government stated that while a significant number of consumers have benefited from the scheme and are adhering to installment payments, disconnection drives are being conducted strictly in accordance with established rules. These actions target persistent defaulters and areas demonstrating consistently poor payment compliance.
The administration further assured that directives have been issued to field staff to ensure that power disconnections are carried out judiciously. Efforts will be made to minimise inconvenience to consumers, particularly during the harsh winter months, it was stated.
Regarding complaints of inflated electricity bills, the government clarified the billing methodology. In areas equipped with meters, billing is based on actual consumption readings. For non-metered areas, charges are calculated on a flat-rate basis, aligned with the agreed electricity load. The tariffs applied are approved by the Jammu and Kashmir Electricity Regulatory Commission (JERC) following a defined regulatory framework.
To effectively address grievances related to electricity billing, the government highlighted the functionality of the JK SAMADHAN portal, a dedicated platform for resolving such issues. Consumers facing problems with load revision or tariff applicability can also directly approach their respective Electric Sub-Divisions for assistance.
Furthermore, the Electricity Distribution Companies (DISCOMs) have established a multi-tier grievance redressal system. This system allows consumers to escalate their complaints to progressively higher authorities, including Executive Engineers, Superintending Engineers, Chief Engineers, and ultimately the Managing Director, if their issues remain unresolved at the initial point of contact.
