Maharashtra’s ‘Third Mumbai’ Project Sees Land Acquisition Begin in Raigad District

Land acquisition has commenced for the ambitious ‘Third Mumbai’ project, officially known as the Karnala-Sai-Chirner (KSC) New Town, in Maharashtra’s Raigad district. The Mumbai Metropolitan Region Development Authority (MMRDA) has initiated the process by seeking consent from landowners across 124 villages in the Uran, Panvel, and Pen tehsils. This crucial step marks the beginning of developing a significant new urban hub planned to leverage the strategic location near the Atal Setu sea link and the Navi Mumbai International Airport (NMIA).

Land Acquisition Process Underway

The MMRDA has formally notified a vast area of 323.44 square kilometres for this project. Landowners have been invited to submit their consent online, with forms made available starting April 27. This digitized approach to consent is expected to expedite the acquisition process and minimize potential disputes.

As per a government resolution issued by the Maharashtra government, landowners are being offered multiple compensation options. These include monetary compensation as per the Maharashtra Regional and Town Planning Act, 1966, determined through mutual consent. Alternatively, landowners can opt for compensation in the form of Floor Space Index (FSI) or Transferable Development Rights (TDR). A third option allows for compensation in developed land, with landowners receiving 22.5 percent of their area back in designated development zones within Uran, Panvel, or Pen talukas. Farmers and landowners are required to submit consent forms along with necessary documentation, including Aadhaar cards and land records.

MMRDA officials have assured that landowners who do not consent to the acquisition will not face any coercion. The project is also designed to steer clear of ecologically sensitive areas such as mangroves, forests, and Coastal Regulation Zone (CRZ) areas within the New Town boundaries.

Vision for ‘Third Mumbai’

The ‘Third Mumbai’ project is envisioned as a major urban center designed to attract substantial business and investment. Its locational advantage is further enhanced by its proximity to the Jawaharlal Nehru Port Trust (JNPT), the Mumbai-Goa Highway, the Mumbai-Pune Expressway, and upcoming transit lines like the Metro 8, connecting it to Chhatrapati Shivaji Maharaj International Airport, as well as existing railway networks.

The development plans incorporate mixed-use neighborhoods to improve accessibility and reduce commuting distances. The MMRDA plans to foster a vibrant ecosystem for offices, universities, research facilities, and residential and commercial development. The new town is anticipated to be a hub for logistics, data center clusters, IT and fintech companies, and retail and entertainment destinations. Both luxury and affordable housing are part of the plan, emphasizing transit-oriented development principles.

Strategic Importance and Regional Impact

The development of ‘Third Mumbai’ is a key component of a broader strategy to decongest the Mumbai Metropolitan Region (MMR) and enhance its overall infrastructure. The project is strategically located within the influence zone of the Atal Setu and the Navi Mumbai International Airport, both significant infrastructure undertakings aimed at boosting regional connectivity and economic growth.

The Maharashtra government has designated the MMRDA as the New Town Development Authority (NTDA) for this project. This designation empowers the MMRDA to oversee the transformation of the area, which includes 124 villages across Uran, Panvel, and Pen talukas in the Raigad district. The initiative is expected to stimulate economic activity and create a more integrated and efficient urban landscape for the region.
