SRINAGAR: The Srinagar Municipal Corporation (SMC) has taken over the construction of Jammu and Kashmir’s inaugural modern mechanised abattoir, located at Allochi Bagh. This development marks the end of prolonged administrative delays and several changes in the agency responsible for executing the project.
Information was available with The Chenab Times that the facility is designed to process up to 5,000 sheep and goats daily. The project has been initiated under an Engineering, Procurement, and Construction (EPC) model and is anticipated to be completed within two years, according to SMC Commissioner Fazlul Haseeb.
Haseeb stated that the objective of the abattoir is to transition from conventional slaughtering methods to a hygienic, scientific, and environmentally sustainable system that aligns with both national and international standards. The project aims to enhance public health and sanitation practices within the region.
The abattoir project has encountered a complex history since its inception. Initially, the responsibility for its development was assigned to the Jammu and Kashmir Projects Construction Corporation (JKPCC). Preliminary civil works commenced several years ago, and in March 2022, the JKPCC reported that foundation work was underway.
However, the project faced an indefinite halt in August 2023 following the financial closure and subsequent cessation of JKPCC’s operational activities. Although the project was later transferred to the Roads and Buildings (R&B) department, officials indicated that physical progress remained minimal.
The extensive delays associated with the abattoir project also drew attention from the judiciary, leading to its inclusion under court monitoring as part of a Public Interest Litigation concerning slaughterhouses.
Following a thorough review process, the Srinagar Municipal Corporation made the decision to undertake the execution of the project directly through its own Works Division. A revised Detailed Project Report (DPR), which integrates modern technological advancements, was subsequently prepared and received administrative approval in March 2025, according to official sources.
The planned facility will incorporate fully mechanised slaughtering lines, scientifically designed lairage areas for animal holding, carcass dressing units, chilling and cold storage facilities, and by-product processing units. These components are expected to streamline the entire processing operation.
A significant feature of the abattoir is the integration of an advanced bio-digestion system coupled with a modern Effluent Treatment Plant (ETP). This system is designed for the scientific treatment of waste and the recycling of wastewater for non-potable applications, ensuring environmental compliance and resource efficiency.
The SMC has indicated that the successful completion and operation of this project will contribute to improving public health and sanitation standards. Furthermore, it is expected to strengthen the local livestock sector and foster economic growth through the generation of direct and indirect employment opportunities during both the construction and operational phases.
