SRINAGAR: The Union government has extended the flagship Jal Jeevan Mission (JJM) until December 2028, with Jammu and Kashmir set to receive Rs 905.74 crore under the revamped JJM 2.0 for the 2026-27 fiscal year. The announcement was made in the Lok Sabha on Thursday, detailing the mission’s second phase, which shifts focus from merely constructing infrastructure to ensuring sustainable, community-driven, and quality rural drinking water services.
Jal Jeevan Mission 2.0 Emphasises Sustainability and Community Participation
Information was available with The Chenab Times indicating that the Ministry of Jal Shakti, in response to a parliamentary question, outlined the strategic direction for JJM 2.0. This phase prioritises the long-term functionality of water supply systems, the sustainability of water sources, effective operation and maintenance, and increased community involvement. While drinking water supply is primarily a state subject, the Centre provides crucial financial and technical support.
Jammu and Kashmir, as a Union Territory with a legislature and situated in a Himalayan region, benefits from a 90:10 funding pattern, similar to other Himalayan states and Union Territories with legislatures. This financial framework supports the ambitious goals of the JJM.
Nationwide Progress and JJM 2.0 Reforms
Nationally, the Jal Jeevan Mission has made significant strides since its launch in August 2019. As of August 4, 2026, over 15.90 crore rural households across India, representing 82.19 per cent of the country’s total 19.36 crore rural households, have been equipped with Functional Household Tap Connections (FHTCs). This is a substantial increase from the 3.23 crore households (16.72 per cent) that had such connections at the mission’s inception.
The Union Cabinet’s approval in March 2026 for the mission’s extension under JJM 2.0 brought with it an enhanced financial outlay and several structural reforms. The revamped programme aims to guarantee service delivery, maintain water quality, strengthen institutional mechanisms, and ensure the sustainable operation of rural piped water supply systems, heavily relying on community engagement.
A notable reform under JJM 2.0 is the introduction of the ‘Sujalam Bharat’ digital platform. This initiative assigns a unique Sujal Gaon ID to every rural village, facilitating the digital mapping of the entire drinking water supply network, from the source to the household tap. Furthermore, Gram Panchayats and Village Water and Sanitation Committees will play a role in certifying completed schemes through the ‘Jal Arpan’ initiative, while the ‘Jal Utsav’ will actively promote community-led maintenance and monitoring of water systems.
Focus on New Schemes and Source Protection
Under JJM 2.0, the sanctioning of new piped water supply schemes will be generally limited, with exceptions made for areas covered under the PM-JANMAN and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan initiatives. The Centre has clarified that no central assistance will be provided for retrofitting existing schemes, with the financial responsibility for such upgrades falling on the state governments.
For the 2026-27 financial year, the total allocation for the Jal Jeevan Mission across all states and Union Territories stands at Rs 67,363.50 crore. As of August 2, 2026, states and Union Territories had drawn Rs 5,685.95 crore of this amount. Jammu and Kashmir, by that date, had not yet drawn any funds against its allocated sum of Rs 905.74 crore for the fiscal year.
To combat groundwater contamination and prevent over-exploitation, JJM 2.0 mandates strict adherence to technical standards established by the Central Ground Water Board, the Bureau of Indian Standards, and the Central Public Health and Environmental Engineering Organisation. The mission also integrates advanced tools such as geospatial mapping, digital monitoring, real-time water quality surveillance, and source protection measures to ensure the long-term safety and reliability of rural drinking water sources.
