Delhi Rape Accused Extradited from UAE Following Interpol Red Notice

A 38-year-old man, who was wanted in a rape case registered in Delhi, has been brought back to India from the United Arab Emirates (UAE) after an Interpol Red Corner Notice was issued against him. The extradition marks a significant success in international law enforcement cooperation, bringing a fugitive accused of a serious crime back to face justice in India.

The accused, identified as Sajeer Palli Mooppan, also known as Sajeer PM, a native of Kannur in Kerala, was a senior manager at a private company in Delhi when the alleged incident occurred. The case dates back to the night of October 1, 2025, when a birthday party for company employees was held at a lounge in Punjabi Bagh, West Delhi. According to the complaint filed with the Delhi Police, Mooppan allegedly made a 20-year-old female subordinate consume alcohol and intoxicating substances before taking her to a hotel in Karol Bagh. He is accused of sexually assaulting her in the early hours of October 2, 2025, after fraudulently checking into the hotel using third-party identity credentials to evade detection.

The woman initially reported the incident to her company management, which initiated an internal inquiry. However, the accused allegedly did not participate in this inquiry and subsequently fled the country, travelling to the UAE on January 5, 2026. The victim approached the Delhi Police on February 18, 2026, leading to the registration of a First Information Report (FIR) at the Karol Bagh police station.

The Delhi Police, with assistance from the Central Bureau of Investigation (CBI), launched an international manhunt for Mooppan. Technical investigations confirmed his location in Dubai, where he had reportedly started working. In April 2026, an Interpol reference communication was initiated through BHARATPOL, a secure digital platform connecting Indian law enforcement agencies with their international counterparts. Following proceedings to declare him a proclaimed offender, an Interpol Red Corner Notice was issued against him on July 7, 2026.

The Red Corner Notice is an international request to law enforcement agencies worldwide to locate and provisionally arrest a wanted person pending extradition or similar legal action. After sustained diplomatic and legal efforts, the competent authority in Abu Dhabi approved the extradition request on October 9, 2026.

A three-member Delhi Police team, comprising Inspector Kapil Khokhar and Sub-Inspectors Kajal Tyagi and Sandeep, was deployed to the UAE on October 31, 2026. After completing the requisite administrative and legal formalities, the UAE authorities formally handed over Mooppan to the Delhi Police team on November 4, 2026. He was subsequently brought back to India to face trial for the alleged sexual assault.

Special Commissioner of Police, Devesh Srivastava, highlighted the significance of the case, stating that while international cooperation is routinely sought in criminal investigations, securing an extradition in a sexual assault case is a particularly notable development. The successful extradition is the culmination of months of coordinated efforts between the Central District of Delhi Police, the CBI, the Ministry of Home Affairs, the Ministry of External Affairs, and Interpol.

The CBI, acting as the National Central Bureau for Interpol in India, coordinates with law enforcement agencies across India through BHARATPOL for assistance via Interpol channels. This operation underscores the effectiveness of international collaboration in apprehending fugitives and ensuring that individuals accused of serious crimes are brought to justice, regardless of their location abroad. Further investigation into the case is ongoing.
