The nine-day autumn session of the Jammu and Kashmir Assembly, commencing today on Thursday, is anticipated to be contentious, with key political and governance issues dominating the proceedings. Issues such as the restoration of statehood, the existing reservation policy, and the regularisation of daily wage workers are expected to drive intense debate, according to details received by The Chenab Times.
The session will open with the House scheduled to pay homage to former legislators from Jammu and Kashmir who recently passed away. The high-stakes nature of the session begins immediately, as the Legislative Assembly is set to vote on Friday to elect four Rajya Sabha members from the Union Territory. These seats have been vacant since 2021.
Rajya Sabha Election Scrutiny
While the ruling National Conference (NC) is expected to secure three of the seats, the election for the fourth seat is projected to be a tight contest between veteran Bharatiya Janata Party (BJP) leader Sat Pal Sharma and young NC spokesperson Imran Nabi Dar.
Mr. Dar will require support from key opposition parties, including the People’s Democratic Party (PDP), Awami Ittehad Party, and Aam Aadmi Party (AAP), to secure the victory. The decision by People’s Conference president Sajad Gani Lone to abstain from voting is considered a factor that favors the BJP candidate.
Opposition Readies Challenges
The most intense exchanges are expected to begin on Monday, when opposition parties plan to challenge the ruling National Conference on several issues. These include the demand for the restoration of statehood to Jammu and Kashmir and the rationalisation of the existing reservation quota policy.
As the government recently completed one year in office, the opposition is also prepared to raise questions regarding promises made in the ruling party’s manifesto during the last assembly polls.
According to officials, MLAs have submitted 450 questions for the government to address during the session. Furthermore, 13 private members’ bills and over 50 resolutions have been submitted by legislators for discussion, and the House will also consider nearly three dozen bills pending from the previous Budget session.
