SRINAGAR: The Jammu and Kashmir Legislative Assembly has constituted three significant House committees, a move aimed at strengthening oversight and accountability mechanisms within the legislative framework.
The Chenab Times has learned that the Assembly passed a motion to establish the Committee on Public Accounts, the Committee on Estimates, and the Committee on Public Undertakings. These committees will play a crucial role in scrutinizing government expenditure, financial planning, and the performance of public sector enterprises.
The motions for the formation of these committees were presented by Chief Minister Omar Abdullah. He proposed the election of eleven members for each of the three committees. The establishment and functioning of these bodies are governed by the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly. Specifically, the Committee on Public Accounts will operate under Rule 344, the Committee on Estimates under Rule 346, and the Committee on Public Undertakings under Rule 349.
The tenure for the members of these newly formed committees has been set to extend until March 31, 2027. This extended period is intended to allow the committees sufficient time to conduct thorough reviews and submit comprehensive reports on matters falling under their purview.
The proposals were subsequently put to a voice vote by Speaker Abdul Rahim Rather. The Assembly members unanimously approved the formation of the three committees, indicating a consensus on the importance of these oversight bodies. The committees are expected to commence their work shortly, focusing on their respective mandates of financial scrutiny and performance evaluation.
