Ashok Kumar Former Legislature, Ramban has strongly urged to the Ministry of Road and Transport, Government of India to direct the concerned authorities of National Highway-44 and Gammon Company to immediately restore the National Highway-44 which have been closed from last 5 days due to landslides at several places between Nashri and Banihal (Ramban District) triggered by unscientific cutting of slopes in the process of construction of NH-44 Four lane Project in the past and which further triggered or accerlated by incessant precipitation from last few days.

Ashok has said that it is very unfortunate that militarily strategic and commercially significant National Highway-44 has been closed from last 5 days due to landslides at several places such as Dalwas, Mehar, Cafeteria morh, Marog, Digdol, Ramsu and Panthyal and other places between Nashri and Banihal. It has become a new normal from last 5 to 6 years as everyday there are landslides at one or another place. In a statement issued here, “he questioned the Ministry of Road Authority and Transport, GOI that who is responsible and accountable for this man-made landslides disasters as it has become a menace for the locals and people belonging to both Kashmir and Jammu people. Moreover, it also has a huge ecological impact on the mountain ecosystem of sub-himalayas”.

Ashok has said that due to this menace several people have been died and many families have become homeless in its periphery from Nashri to Banihal as the result of huge landslides caused by unscientific cutting of slopes by Gammon Company and Concerned Contractors. District Administration of Ramban have been dealing with casual approach for their rehabilitation and full compensation of their damaged houses and lost agricultural land. It is great injustice to the homeless affected families of Dalwas, Neera, Ashri and Thanari villages in its periphery. He stressed upon the Government to take immediate steps for providing justice to the affected families.

Ashok has said due to blockage of National Highway-44 serious patients, Covid-19 patients, students seeking admission in colleges, commercial businesses and commuters are suffering badly because of the blockage of NH-44 from last 4 days. Ashok has strongly urged to the Ministry of Road and Transport, GOI that some concrete sustainable solutions and measures should be taken immediately to restrict and control day today landslides in National Highway-44 from Udhampur to Banihal Stretch. He also demanded that some experts team such as geologist, geographers, engineering experts and experts in forestry and environment should be involved in order to solve this menace at war footing for the better future.

J&K: An appeal from thousands of Self Help Group (SHG) now unemployed youth

After the abrogation of Article 370 many new decisions have been implemented to this UT of JK. Self Help Group was establish in 2003 under which many engineers started looking their future. Now after the abolishment of Self Help Group thousand of engineers are now again unemployed after 17 years.
As per a report by NewsClick, “Over 4,500 engineers-both degree and diploma holders- have been working under SHFs. Over 2,900 of them worked in different districts of Kashmir division and over 1,600 worked in districts of the Jammu division.”

According to an appeal from Self Help Group (SHG) State President Syed Parvez Hussain, which states that, “We the big conglomerate of Self Help Group of engineers would like to draw the kind attention of above mentioned dignitaries toward the drawback of abolishing of the Self Help Group Of Engineers Scheme vide Order No.752-JK(GAD) of 2020 dated 10-08-2020. We would like to inform that this Innovative Scheme was launched in 2003 by the State Government for the Un-employed engineers is an alternative to the government job. The vision and mission of this innovative scheme is to organize the unemployed engineers of the State into groups to self employ them by providing them gainful sources of livelihood in the shape of supply and execution of work contracts in works/Development departments as an alternative to the government jobs, as also to create /promote, Group Consortium culture among these engineers for their socio economic empowerment so as to enable them generation employment opportunities for others as well. The Spirit behind this Scheme is to create an atmosphere of “Hand Holding, Accomodation, Encouragement”, and to achieve the cherished goal of providing employment opportunities to the un-employed engineers of the State.
The salient feature of this scheme is the 30% quota of works by different Government department/corporation and autonomous bodies has been earmarked for Self Help Group of Engineers, and the separate tenders are being advertise for this 30% quota of works by different departments and only the Self Help Group Of the Engineers can participate for healthy competition among the SHGEs and at the tendering stage and no work is being allotted without tendering to these Groups.
At present thousands of un-employed engineers are engaged in this scheme across the whole J&K since 2003, some have preferred to left their overseas jobs and returned to their home State to work here in this scheme, most of the unemployed engineers who are engaged in this scheme have crossed their age limit and are not eligible now for any Govt. job.

Now all of a sudden the present UT Administration has scraped this Scheme on 10.08.2020 without the consultation of stake holders and was shocking news for all the heartbroken technocrats and their families who are engaged in this scheme since 18 years. According to appeal by Syed Parvez Hussain, ” would like to know that does the State Administration considered any alternative for these technocrats before taking such harsh decision or just to push them to beg on the roads, what is our fault why the State Administration snatched this self employment opportunity to we people, though we were generating employment opportunities for others also and now what will happen to them whose employment was dependant on these heartbroken technocrats, does this Administration wants to put mental stress on these technocrats have huge bank loans and have also brought their own machinery for executing the works, now every technocrats is asking question with himself how I will survive and how I will feed my family in future. At the end it is our humble request to the Hon’ble Lieutenant Governor, Hon’ble Advisor(F) hon’ble Advisor(BK),Hon’ble Advisor(KS), Hon’ble Advisor (B), Hon’ble Chief Secretary, Worthy Commissioner/ Secretary GAD, Worthy Commissioner/Secretary Labour & Employment through this APPEAL to revoke the GAD order of Abolishing of SHGE Scheme at an earliest “To save our future and to save our livelihood” and do not force us to come on roads for self immolation which will expose the slogan of the Government for un-employed youths that “Self Employment is Self Reliant”.

 

Monsoon mayhem: 200 villages in Jammu outskirts cut off, as bridge collapsed due to flash flood

Dhrapnullah bridge which connect about 200 villages of Jammu outskirts is washed away due to heavy flash flood this morning. The incident took place around 9:30 am, as the bridge fails to bear the pressure of gushing stream of water and due to this it get collapsed.
The people on both sides of the bridge saw whole incident that how this heavy flood collapsed the bridge. Ujagar Singh, a resident of that area, said “And within no time we saw the bridge crumbling. Thank God no one was walking over the bridge at that point of time.
As the bridge now collapsed, many people are stuck now both side of the bridge near Jeevan Nagar area. Now people are helpless and they start walk through a longer route to reach their home or their respected places.
Parmeet Singh, resident of that area said, “Normally it takes me about 10 minutes to reach my place. Now it will take me more than one hour to reach home.
Now people of that are started blaming that the concerned department is guilty for this incident as they used poor quality material in the construction of bridge. Baldev Singh, another resident of that area said that “ within a few years of its construction , this bridge has collapsed. That clearly points towards the usage of poor quality of material in the construction process.”
There the roads in Jammu also filled with rain water and people are now facing a lot of problems. Even from last four hours the power supply is disrupted. Due to this rainfall a man is killed and cattle perished after landslide hit many areas of border belt of Kotli and Sangiotein Mendhar tehsil.
According to police, 35-years old, Mohammed Showket, was buried as a landslide hit in Gola Nari area. Besides this, cattle shed of Haji Mohd Aslem, located in Sangiote village of Mendhar collapsed on Wednesday morning resulting in the killing off several cattle.

A 48-year-old man was killed after he was hit by a speedy car at Lalad area of Sopore in north Kashmir’s Baramulla district on Friday morning.

Officials told the news agency—Kashmir News Observer (KNO) that a  pedestrian was walking on a road when a speedy vehicle bearing registration number JK15A-3006 hit him, resulting in his on spot death at Lalad Sopore-Sringar highway.

 

Police officials identifed the deceased as Abdul Rashid Ganaie, son of Late Muhammad Sultan Ganaie of Lalad Sopore.

 

Police said that the driver of the car has been arrested and a case has been registered in this regrad at Police Station Tarzoo Sopore.

Fast Track Special Court shifted to Ramban

The Administrative Council (AC) which met here under the chairmanship of Lieutenant Governor, Manoj Sinha, accorded sanction to the proposal of Law, Justice and Parliamentary Affairs Department to shift one of the four Fast Track Special Courts for POCSO to Ramban.

Earlier, it was decided that to exclusively deal with the cases of Protection of Children from Sexual Offences Act, two courts shall be established one each at Srinagar and Jammu. Further, two more courts at Kulgam and Reasi were approved to be established exclusively for women related offences. However, taking into consideration the number of respective cases, it was decided to shift the seat of one of the Fast Track Special Court from Reasi to Ramban.

These Courts, once functional, will speed up the trial of cases registered under POCSO Act and ensure timely delivery of justice to victims.

“There are over one lakh such employees in J&K working as daily wagers, permanent daily wagers, need based, contingency paid and NYC who have been working relentlessly in various departments like PHE, PDD, Forest, CAMPA workers, Wild Life, Command Area Development, Education, Irrigation, Agriculture R&B & MGNREGA for the last over two decades. Unfortunately, the successive governments have utterly failed to address their genuine demands, compelling them to go for frequent strikes,”Zafrullah stated.

 

He urged upon lieutenant governor to regularize services of all daily rated so that they can serve the society without any inconvenience.

Ashok Kumar Former Legislature, Ramban has strongly urged to Lieutenant Governor of Jammu and Kashmir that instant financial help, Relief and Rehabilitation should immediately be dispensed for those who have lost their dear ones, houses and cattle sheds and Agricultural land along with standing crops in the recent flash floods in union territory of Jammu and Kashmir. In a statement issued here, “he said immediate shelters along with food items should also be provided to those who have lost their houses completely in flash flood”.

Ashok has said that several persons have been died due to huge landslides triggered by recent incessant precipitation in our union territory. Ashok has demanded instant relief, financial help should be given to the affected families who have lost their dear ones in this recent catastrophic disaster due to continuous rainfall.

Ashok has stressed that the affected families should be rehabilitated on war footing for their future survival as they are helpless in these critical times of unprecedented disaster. He further said that several katcha/pucca houses and cattle sheds have been damaged completely due to incessant rainfalls. Instant financial help and rehabilitation should be done on priority basis by the concerned departments of the government.

Ashok has further demanded that at several places the agricultural land with standing crops have been damaged completely in all district of Jammu division. He said that after complete assessment of damaged crops and agriculture land, compensation should be provided to affected farmers who are totally dependant on cultivation of crops for their livelihood.

Ashok has also stressed that National Highway-44 and all link roads should be restored on priority basis as people especially, who belongs to pahari and remote region of Jammu are facing problems due to closing of National Highway 44 and link roads due to accumulation of debris by landslides. He also stressed for restoration of emergency motorable bridges where bridges have been damaged by flash floods. Lastly, he said new measures like expertization in landslides related work should also be taken for stabilization of landslides on National highway 44 from Udhamphur to Banihal stretch and also on other link roads in hilly regions of Jammu division otherwise there will be landslides on everyday basis.

The fresh landslides in twin districts of Chenab valley on Thursday forced closure of Paddar-Kishtwar and Doda-Bhaderwah roads.

Officials told the news agency—Kashmir News Observer (KNO) that on Thursday morning, amid rainfall, a portion of roadside land in Drudu slided, resulting in the closure of road between Doda district headquarter and Bhaderwah Sub Division headquarter.

“The vehicular movement is suspended and efforts are being made to restore the road,” officials said.

They added that the Paddar—Kishtwar road in Kishtwar district of Chenab Valley was got closed after the landslide occured at Naigar area.

“Landslide occured at Naigar near Padiyarna, resulting in closure of the road,” officials said.

Meanwhile, the Srinagar-Jammu highway continued to remain closed for the third consecutive day due to shooting stones at multiple places.
