Siddaramaiah Completes Term as Karnataka Chief Minister; Shivakumar Remains Deputy

Bengaluru: Chief Minister Siddaramaiah has completed his term, with his tenure as the head of the Karnataka government concluding. Deputy Chief Minister D.K. Shivakumar continues in his role, marking the end of a period characterized by internal party dynamics and strategic political maneuvers following the Congress party’s victory in the 2023 state assembly elections.

The selection of Siddaramaiah as Chief Minister and Shivakumar as his deputy followed a period of intense deliberation within the Congress party after their decisive win, securing 135 seats in the 224-member assembly. This outcome significantly surpassed the majority mark of 113 seats, reflecting a strong mandate for the party.

Initial reports and analyses following the election results in May 2023 suggested various potential formulas for leadership, including a possible power-sharing arrangement between Siddaramaiah and Shivakumar, with each leading the government for a stipulated period within the five-year term. Several rounds of discussions were held in both Bengaluru and New Delhi involving senior party leaders, including Congress president Mallikarjun Kharge and Rahul Gandhi, to resolve the leadership question.

Ultimately, the Congress Legislature Party formally elected Siddaramaiah as its leader and Chief Minister on May 18, 2023. Subsequently, he, along with D.K. Shivakumar as the sole deputy, staked their claim to form the government. The swearing-in ceremony for the new government took place on May 20, 2023, at the Kanteerva Stadium in Bengaluru.

Throughout their tenure, the relationship between Chief Minister Siddaramaiah and Deputy Chief Minister Shivakumar has been a subject of political discourse. Reports have surfaced at various times suggesting underlying power tussles, with loyalists of Deputy Chief Minister Shivakumar reportedly lobbying for a change in leadership, particularly around the midpoint of the government’s term. These reports indicated that such discussions often involved meetings with the party’s central leadership in New Delhi.

Despite these reports, both leaders have officially maintained a united front, emphasizing their commitment to the party’s agenda and governance in Karnataka. The government has focused on implementing the Congress party’s promised ‘five guarantees,’ which were central to their election campaign. These guarantees included various welfare and subsidy schemes aimed at different sections of society.

The political landscape in Karnataka, as in many Indian states, is often characterized by complex internal party dynamics. The Congress party’s victory in 2023 was seen as a significant comeback, with analysts attributing the success, in part, to a focus on local leadership and issues. Both Siddaramaiah and Shivakumar were prominent faces of the campaign, rallying support across the state.

The role of the party’s central leadership, including Congress President Mallikarjun Kharge, Rahul Gandhi, and Sonia Gandhi, has been crucial in navigating internal party decisions and maintaining cohesion. Their consultations and decisions have guided the formation and continuation of the state government.
