SRINAGAR: The Jammu and Kashmir administration has stated that there are currently no proposals to initiate fresh adhoc engagements in health institutions, whether through the Hospital Development Fund (HDF) or any similar financial mechanism.
The Health and Medical Education Department conveyed this information in response to a starred question posed by MLA Shabir Ahmad Kullay during a session in the Legislative Assembly. The department clarified that prior to a ban on such engagements, introduced via Government Order No. 43-F of 2015 on March 17, 2015, educated and skilled local youth were employed in various hospitals under the HDF.
These engagements were primarily established to provide essential technical and support services within hospitals, addressing immediate operational needs. The government emphasized that these roles were temporary by nature and did not confer any right or claim towards regular appointment.
Regarding the impact of discontinuing these engagements on hospital functioning, the government asserted that it is not accurate to claim that the previous engagements were terminated in a way that adversely affected the operational efficiency of health institutions. The administration further noted that individuals engaged under the HDF are continuing to provide services in health facilities across Jammu and Kashmir.
The government informed the assembly that no policy is presently under consideration for making new engagements of a similar adhoc nature in health institutions. Additionally, it was stated that there is no proposal to grant powers to medical superintendents for hiring junior resident doctors or paramedical staff on an adhoc basis, a practice observed in some other states and Union Territories.
The department’s reply explicitly stated that no such mechanism is being considered at this time, reinforcing the stance against new adhoc hiring in the health sector.
