The Himachal Pradesh Horticultural Produce Marketing and Processing Corporation (HPMC) has disbursed a significant amount of Rs 35.68 crore to 16,877 orchardists this year under the Market Intervention Scheme (MIS). This financial support aims to bolster the horticulture sector, particularly apple cultivation, which is a cornerstone of the state’s economy.
Financial Assistance and Input Provision
Information was available with The Chenab Times indicating that out of the total disbursed amount, Rs 17.53 crore was provided directly in cash to the growers. Additionally, inputs valued at Rs 18.15 crore were supplied, comprising essential horticultural materials such as mineral oil, fertilizers, machinery, and other necessary supplies for orchard maintenance and productivity enhancement. The processing of further payment claims, amounting to Rs 12.13 crore and involving 7,059 orchardists, is currently underway, suggesting ongoing efforts to ensure comprehensive financial support for the farming community.
Streamlining Payment Processes and Deadlines
A spokesperson for HPMC highlighted the state government’s unwavering commitment to safeguarding the interests of orchardists and ensuring the timely disbursement of payments. In pursuit of this objective, the HPMC Board of Directors, during a meeting held on October 8, established clear deadlines for the submission of pending MIS claims. These measures are designed to streamline the claim processing system, accurately assess the corporation’s financial liabilities, and introduce greater transparency into the payment mechanisms.
Orchardists who had supplied apples under the MIS-2024 and previous schemes but have yet to submit their claims have been instructed to do so by October 30. For those who supplied apples under the MIS-2025 scheme, specific deadlines have been set based on the quantity supplied. Growers who submitted up to 30 bags of apples have been asked to lodge their pending claims by November 15. Similarly, those who supplied between 31 and 100 bags are required to submit their claims by November 30. These staggered deadlines are intended to manage the influx of claims and facilitate efficient processing.
Operational Directives and Record Maintenance
The corporation has issued directives to its various branches to ensure the systematic and timely processing of all pending claims. Emphasis has been placed on maintaining meticulous records of claims submitted, along with all supporting documentation. This systematic approach involves assigning a unique serial number to each claim upon submission of the required documents, followed by its entry into a register. This procedural framework is intended to ensure that claims are processed in the prescribed order, thereby maintaining fairness and accountability in the distribution of funds.
The HPMC has reiterated its appeal to orchardists to submit their pending claims, complete with all necessary documents, to their respective HPMC branches well in advance of the stipulated deadlines. This proactive submission is crucial for enabling timely verification and subsequent payment, thereby ensuring that the financial benefits reach the growers without undue delay. The scheme plays a vital role in providing a safety net for horticultural produce, especially during times of market volatility, thereby supporting the livelihoods of thousands of farmers in Himachal Pradesh.
