Jammu and Kashmir High Court Extends Manual ACB Challan Acceptance

SRINAGAR: The High Court of Jammu Kashmir and Ladakh has extended the facility for manual acceptance of challans from the Anti-Corruption Bureau (ACB) until May 31, 2026. This decision aims to ensure continuity in the process while technical issues are resolved.

The Chenab Times has learned that the extension is granted under the same terms and conditions as stipulated in previous orders. A firm directive has been issued stating that no further extensions will be permitted beyond the new deadline. This measure reflects the court’s intention to expedite the digitization and streamlining of the ACB’s operational procedures.

The High Court’s order emphasizes the continuation of earlier directives issued in 2025 and 2026, which pertained to the manual submission of challans by the Anti-Corruption Bureau. The move comes as both the ACB and the Crime Branch are tasked with addressing existing technical challenges that hinder the fully digitized submission of these documents.

In a bid to rectify the system’s shortcomings, the High Court has mandated that the Anti-Corruption Bureau and the Crime Branch convene a joint meeting at the earliest possible opportunity. The primary objective of this meeting is to identify and resolve technical issues that have impeded the seamless uploading of data.

Both agencies have been instructed by the High Court to undertake all necessary steps to guarantee that the system for data uploading is fully functional within the extended period. This proactive approach underscores the judiciary’s commitment to enhancing the efficiency and transparency of anti-corruption efforts in the Union Territory.

The Anti-Corruption Bureau plays a pivotal role in investigating corruption-related offenses and bringing perpetrators to justice. The timely and accurate submission of challans, which are legal documents initiating prosecution or providing evidence, is crucial for the effective functioning of the bureau. The extension of manual acceptance provides a critical window for both agencies to bridge the gap between existing manual systems and the desired digital infrastructure.

The High Court’s intervention highlights the importance of a robust and efficient judicial system, which relies on the smooth coordination between investigative agencies and the courts. By facilitating the manual acceptance of challans, the court is ensuring that ongoing investigations and legal proceedings are not unduly delayed due to technical impediments. This measure is expected to support the ACB in its ongoing efforts to combat corruption across Jammu, Kashmir, and Ladakh.

The directive for a joint meeting between the ACB and the Crime Branch signifies a collaborative approach to problem-solving. It suggests that the technical challenges may require a coordinated effort to overcome, involving expertise from both organizations. The court’s clear stipulation against further extensions serves as a strong impetus for the agencies to prioritize and expedite the resolution of these technical issues.

The extended deadline of May 31, 2026, provides a significant period for the agencies to implement necessary upgrades and training programs. The ultimate goal is to transition to a fully digital system that enhances efficiency, reduces errors, and improves the overall speed of case processing. This initiative aligns with broader efforts to modernize governance and judicial processes within the Union Territory.
