A Senior Assistant Professor from Government College Dharamsala in Himachal Pradesh has been selected to represent India at a significant international academic conference focused on media and communication research. Dr. Dhyan Singh will present his research on the impact of India’s digital initiatives on marginalised communities at the International Association for Media and Communication Research (IAMCR) Conference in Ireland, supported by a grant from the Indian Council of Social Science Research (ICSSR).
Information was available with The Chenab Times that Dr. Dhyan Singh, a faculty member in the Department of Journalism and Mass Communication at Government College Dharamsala, has been awarded a competitive travel grant by the ICSSR, an autonomous body under the Ministry of Education. This grant will facilitate his participation and presentation at the IAMCR Conference 2026, slated to be held at the University of Galway in Ireland from June 28 to July 2.
The IAMCR Conference, organised in collaboration with the University of Galway, is recognised as a preeminent global forum for scholars, researchers, and policymakers in the fields of media and communication. It draws participants from over 100 countries and operates under the auspices of UNESCO, positioning IAMCR as one of the most respected international academic associations in its domain.
Dr. Singh’s research centres on the transformative effects of the Digital India programme, particularly its influence on marginalised populations. The study investigates how digital technologies are altering access to government services and welfare schemes, shaping individual identities, promoting digital empowerment, and modifying the dynamics of citizen-government interactions. Furthermore, it scrutinises issues related to transparency, accountability, and the presence of corruption within the framework of digital governance.
The ICSSR travel grant is an accolade bestowed upon selected Indian scholars whose academic work has been accepted for presentation at esteemed international academic gatherings. The financial support provided by the ICSSR is intended to enable these scholars to disseminate their findings to a worldwide audience of leading experts and contribute to scholarly discourse on critical topics such as digital inclusion and societal change.
Dr. Singh is a recognised researcher in media and communication studies, with a history of representing Indian academia at various distinguished international institutions and conferences. His previous engagements include presentations at Complutense University in Spain, Nanyang Technological University in Singapore, Leuphana University Lüneburg in Germany, and academic forums held in Rome, Italy.
His scholarly contributions extend to approximately 18 research papers published in peer-reviewed national and international journals. Dr. Singh’s research interests encompass a broad spectrum, including media studies, digital culture, social justice, the dynamics of marginalised communities, and the broader societal implications arising from the advent of new technologies.
