Pune, Maharashtra – The lives of transgender women in Pune are undergoing a significant transformation, with employment opportunities provided by the Pune Municipal Corporation (PMC) offering them newfound dignity, financial stability, and renewed hope for educational pursuits.
Formal Employment Transforms Lives
For many transgender women in Pune, formal employment with the PMC has been a watershed moment, providing not only a steady income but also a sense of legitimacy and respect within society. Previously facing significant challenges in securing stable jobs due to societal stigma and lack of opportunities, these women are now able to lead more dignified lives.
One such individual, Kajal Sharma, aged 51, who was employed as a guard at the PMC headquarters in 2023, shared her journey. Having experienced hardship and discrimination from a young age, including running away from home and surviving by begging and dancing, Sharma found renewed purpose through her employment. She stated that the job offered not just a stable salary but also legitimacy and dignity, noting that people regard individuals differently when they are employed and in uniform. This newfound stability has also allowed Sharma to pursue her education, scoring an impressive 79.8% in her Class X Maharashtra State Board exams as a private candidate in 2023, a testament to her determination.
Another employee, Sanvi Dinkar, shared that her family did not accept her transition, leading her to leave home. Now living with her guru, she expressed gratitude for securing a job with the PMC. Sanvi, who studied until Class 12 and hopes to complete her education, finds the uniform and the job have changed how people perceive her, fostering a sense of respect.
PMC’s Commitment to Inclusion
The Pune Municipal Corporation has taken progressive steps to integrate transgender individuals into its workforce. In 2023, the PMC decided to appoint 25 transgender individuals on a contract basis, initially assigning them to security duties at various civic establishments, including the PMC headquarters, Kamla Nehru Hospital, and the Rajiv Gandhi Zoological Park. These individuals are employed as workers of private agencies engaged by the corporation.
This initiative is part of a broader effort by the PMC to provide employment opportunities and ensure fairness for all segments of society. The Pimpri Chinchwad Municipal Corporation (PCMC), another civic body in the Pune district, has also been at the forefront of employing transgender people. As of September 2025, PCMC had around 150 transgender individuals working on a contractual basis and had approved a welfare scheme to train transgender individuals to drive three- and four-wheeler vehicles, with a view to employing them in civic hospitals and other establishments. The PCMC was the first municipal corporation in Maharashtra to employ transgender people, hiring between 30 to 35 individuals as security guards and green marshals in July 2022.
Broader Impact and Future Prospects
The employment provided by the PMC extends beyond security roles. Some transgender individuals are also contributing to the anti-encroachment drive as part of their employment, demonstrating their versatility and commitment. The civic administration has indicated that the strength of transgender staff on civic duty may be increased based on their performance.
These employment initiatives by the PMC and PCMC are crucial steps in addressing the historical marginalization faced by the transgender community.
