Jammu and Kashmir Government Notifies New Recruitment Rules for State Motor Garages

SRINAGAR: The Jammu and Kashmir administration has formally notified the Jammu and Kashmir State Motor Garages (Subordinate) Service Recruitment Rules, 2026, establishing a dedicated subordinate service. This move creates a sanctioned strength of 815 posts and outlines revised procedures for recruitment, promotion, and service conditions for employees within the State Motor Garages Department.

Information was available with The Chenab Times that the rules, officially notified by the Transport Department through S.O. 211 dated July 29, 2026, have been formulated under the proviso to Article 309 of the Constitution of India. These regulations are set to take effect from the date of their publication in the official Government Gazette.

The newly constituted service is designed to encompass 32 distinct categories of posts. These positions range from Section Officer to Sanitation Worker, with appointments to be determined through direct recruitment, promotion, or deputation, depending on the specific post’s requirements. Direct recruitment vacancies will be handled by the Jammu and Kashmir Services Selection Board (JKSSB). Meanwhile, promotional avenues will be filled based on recommendations from the Departmental Promotion Committee or the designated competent recruiting agency.

A key aspect of the new rules involves the prescription of educational qualifications, eligibility criteria, and recruitment ratios for each post category. The regulations also stipulate mandatory probation periods, departmental training, and departmental examinations. Furthermore, they ensure the maintenance of seniority and provide for reservation in appointments in strict adherence to the Jammu and Kashmir Reservation Act, 2004, including any subsequent amendments.

The notification further clarifies that all employees holding substantive posts within the department at the time these rules commence will be considered duly appointed to the service, provided they meet the prescribed qualifications. This provision aims to ensure continuity and accommodate existing staff within the new framework.

These 2026 rules officially supersede and repeal the Jammu and Kashmir State Motor Garages (Subordinate) Service Recruitment Rules, 2018, which were previously notified under SRO-316 dated July 20, 2018. However, the administration has ensured that all appointments and actions previously undertaken under the repealed rules will retain their validity. In a specific provision, promotions for certain Class-IV employees who were appointed prior to S.O. 133 of March 29, 2022, will continue to be governed by the stipulations of the 2018 rules, ensuring no disruption to their established service conditions.

The notification reflects a comprehensive effort by the Jammu and Kashmir government to streamline and modernize the administrative and recruitment processes within the State Motor Garages Department, ensuring a clear and structured framework for its subordinate services moving forward.
