Poland is embarking on a significant overhaul of its scientific research landscape, aiming to address systemic crises and foster innovation through a multi-pronged reform strategy. The Polish Academy of Sciences has put forth a comprehensive proposal outlining five key pillars for change, intending to create an effective, transparent, and quality-driven model that supports the nation’s economic, social, and cultural development.
The Chenab Times has learned that the current science system in Poland is characterized by excessive bureaucracy, a lack of transparency, an inefficient evaluation system, and an unclear funding model. These issues create structural barriers for young researchers and compel experienced scientists to focus on administrative requirements rather than research, leading to an underutilization of intellectual potential.
Pillars of Reform
The proposed strategy identifies five essential pillars for reform. The first pillar emphasizes an expert-based evaluation system, moving away from the current point-based approach to a two-stage expert model tailored to specific scientific disciplines. This aims to foster scientific excellence by dividing research units into categories and providing targeted support.
Secondly, the reforms focus on establishing a transparent funding system. This includes optimizing the utilization of research funds, streamlining collaboration between national and international scientific entities, and increasing funding for security and defense research, potentially drawing from European Union sources. The strategy also highlights the need to facilitate the implementation of research results and to enhance the role of security and defense research in driving economic innovation.
The third pillar addresses systemic commercialization, seeking to improve the process by which research findings are translated into practical applications and economic benefits. This involves fostering an environment where intellectual property protections for researchers are robust and where universities can effectively engage with the social and economic sectors.
Fourthly, the strategy redefines the social role of universities, advocating for a differentiation of institutions into research, academic, and vocational categories. Research universities would be encouraged to conduct top-tier research and attract global talent, while academic universities would focus on domestic and international recognition and supplying qualified personnel. Vocational universities would prioritize practical education to meet local labor market needs.
The fifth pillar targets the reduction of bureaucracy, aiming to ease administrative burdens on researchers, alleviate strict hierarchical structures, and promote clear professional advancement procedures. This also includes financial assistance for doctoral students and support for doctoral training tailored to the needs of a knowledge-based economy.
International Collaboration and Disaster Risk Reduction
Poland’s commitment to advancing science extends to international collaboration. Initiatives such as the International Research Agendas program aim to attract top scientists to establish research units in Poland, focusing on world-class R&D activities. The Foundation for Polish Science also supports talented young scientists and researchers from Ukraine, fostering cross-border scientific cooperation.
Furthermore, Poland is actively engaged in disaster risk reduction efforts, particularly within the European context. The country’s national platform for DRR, coordinated by the Government Centre for Security, works on implementing new technologies in crisis management and cooperating with scientists on natural threat research. Poland utilizes an SMS-based early warning system, Alert RCB, which is a product of collaboration between decision-makers and research entities for monitoring threats and warning citizens. This system has been instrumental in disseminating information about dangerous events and raising public awareness of climate change-related threats.
The European Science & Technology Advisory Group (E-STAG), which provides scientific and technical support to European and Central Asian countries on implementing the Sendai Framework for Disaster Risk Reduction, is convened by UNDRR. Poland’s participation in such initiatives underscores its dedication to leveraging scientific advancements for societal benefit and resilience building, aligning with global frameworks for disaster risk reduction.
