Doda, Feb 7 – The Jammu and Kashmir administration has issued a directive instructing all government departments and officials to extend priority and protocol to elected Members of the Legislative Assembly (MLAs), emphasizing their role in grassroots governance.
A circular (No. 05-JK(GAD) of 2025), issued by the General Administration Department (GAD) on Wednesday, mandates officers and officials to ensure due cooperation with MLAs and prioritize issues raised by them.
“The elected Members of the Legislative Assembly of Jammu & Kashmir are expected to play a crucial role in governance at the grassroots level. Therefore, it is imperative that all government departments, officers, and officials extend due cooperation and prioritize issues flagged by these public representatives,” the circular stated.
Government functionaries have been directed to handle communications, requests, and grievances from MLAs on priority, ensuring that interactions remain professional and respectful. Additionally, elected representatives must be invited to all official functions and meetings within their jurisdiction, including those attended by dignitaries.
The directive, signed by Commissioner/Secretary to the Government M. Raju, IAS, has been circulated to all Financial Commissioners, the Director General of Police (DGP), Principal Secretaries, Divisional Commissioners, and various department heads. The circular also mentions that Hindi and Urdu versions of the order will follow.
This move signals the administration’s intent to strengthen institutional engagement with elected representatives, following the reorganization of Jammu and Kashmir into a Union Territory in 2019.
