Doda Administration Imposes Curbs on Hate Speech, Public Gatherings Amid Communal Tensions

DODA, May 3 (The Chenab Times) – Authorities in Jammu and Kashmir’s Doda district have imposed stringent restrictions on hate speeches, objectionable remarks, and unauthorized public gatherings, citing risks to communal harmony and public safety, according to an official order obtained by The Chenab Times on Saturday.

The order, issued by Additional District Magistrate Anil Kumar Thakur under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, prohibits individuals, digital platforms, community representatives, and organizations from delivering or circulating hate speeches, inflammatory remarks, or statements likely to incite violence or disturb public peace in the communally sensitive district.

“No individual, digital platform, representative of community, organization, or group shall deliver, publish, or circulate any hate speech, objectionable remark, or irresponsible statement in public places, through print, websites, electronic media, or on social media platforms,” the order stated.

The directive, effective immediately and valid for two months unless withdrawn earlier, also bans real-time coverage or live telecasting of activities with the potential to spark communal hatred or spread misinformation. Additionally, it mandates prior permission from the district authorities for public meetings, rallies, or processions likely to attract crowds.

The order comes amid concerns over individuals and groups indulging in provocative rhetoric and unauthorized gatherings, which authorities say could hurt the sentiments of martyrs’ families, provoke violence, and disrupt law and order. It noted that such acts pose “a serious threat to communal harmony” and risk public safety and property.

Doda, a district known for its diverse religious and social fabric, has witnessed sporadic tensions in the past, prompting authorities to adopt a cautious approach to maintaining peace. The order instructs the Senior Superintendent of Police, Doda, to enforce the restrictions strictly, with violations to be dealt with under relevant legal provisions.

To ensure widespread awareness, the directive will be publicized through print, electronic, and social media, as well as through traditional methods like the beat of drums in local communities, according to the document.
