Transport authorities in Doda district have issued separate show cause notices to owners and operators of transport vehicles found to be plying on public roads either without valid permits or with expired fitness certificates. The action covers 728 vehicles without valid permits and 199 vehicles with expired fitness certificates, taking the total number of affected vehicles to 927.
According to details received by The Chenab Times, the notices were issued by Assistant Regional Transport Officer (ARTO) Doda Tasleem Javaid on July 31. One notice states that verification of records available on the VAHAN portal revealed that 728 transport vehicles were operating without valid permits in violation of Section 88 of the Motor Vehicles Act, 1988. Vehicle owners have been directed to obtain or renew their permits within seven days from the date of issuance.
The notice further states that operating transport vehicles without permits affects the proper regulation of transport services, road discipline and public safety. It warns that failure to comply within the stipulated period could result in suspension of the vehicle’s Registration Certificate (RC), seizure or impounding of the vehicle and any other action permissible under law.
In a separate action, the ARTO also issued show cause notices to owners of 199 vehicles whose fitness certificates had expired. The notice states that verification on the VAHAN portal found these vehicles were being operated without valid fitness certificates, contrary to Section 56 of the Motor Vehicles Act, 1988. Vehicle owners have been directed to renew their fitness certificates within seven days.
The transport department said that operating vehicles without valid fitness certificates compromises road safety, passenger safety and public interest, as fitness certification confirms that a vehicle meets prescribed safety and roadworthiness standards. The notice states that owners who fail to renew the certificates within the specified period may face suspension of the Registration Certificate (RC), suspension or cancellation of route permits, seizure or impounding of vehicles, and other legal action without further notice.
Copies of both notices have been forwarded to the Transport Commissioner, Deputy Commissioner Doda, Senior Superintendent of Police Doda, Regional Transport Officer Jammu and the Deputy Superintendent of Police (Traffic), Doda-Kishtwar Axis, for information and necessary action, according to the official documents.
