DODA, MAY 10 — A wide range of essential government services and online portals across Jammu and Kashmir have been inaccessible since Sunday, May 4, creating difficulties for residents seeking access to basic administrative functions. The disruption comes amid heightened tensions along the border, widespread power outages, and increased security measures.
Among the affected services are the Power Development Department’s billing portal (Sulhilath), the Jammu and Kashmir Services Selection Board (JKSSB) site, and land record services, The Chenab Times has learnt. Citizens have also been unable to access portals related to domicile certificate applications, the Revenue Department, and the Jammu and Kashmir Projects Construction Corporation (JKPCC).
Education-related platforms such as those of the Directorate of School Education Kashmir (DSEK) and Directorate of School Education Jammu (DSEJ) are also down. Similarly, services linked to the Directorate of Sheep Husbandry (DSH) Kashmir, the Agriculture Department, and the Directorate of Social Welfare Department have become unreachable.

No official explanation has been provided by the authorities so far. However, sources suggest the outages may be tied to precautionary cyber or communications restrictions put in place following missile threats and blackouts across several border regions. These measures are believed to be part of broader security protocols initiated after a series of intercepted missile and drone attacks from across the Line of Control.
The inaccessibility of these platforms has halted many routine operations such as electricity bill payments, job application submissions, land record verifications, and access to welfare schemes—affecting thousands across the Union Territory. Residents have expressed growing concern over the lack of communication from authorities and the uncertainty surrounding when digital services will resume.![]()
