Jammu and Kashmir Government Assigns Additional Charge of Construction Workers Welfare Board CEO to IAS Officer

SRINAGAR: The Jammu and Kashmir administration has assigned the additional charge of Chief Executive Officer and Secretary of the Jammu Kashmir Building and Other Construction Workers Welfare Board (JKBOCWWB) to Pranjal J Hazarika, an officer of the AGMUT cadre IAS. The decision was formalized through a government order issued by the General Administration Department.

Information was available with The Chenab Times that the order, numbered 951-JK(GAD) of 2026, designates Mr. Hazarika, who is currently serving as the Additional Secretary in the Labour and Employment Department, to hold the new responsibilities. This additional charge is effective immediately and will continue until further orders are issued by the administration.

The move aims to ensure administrative continuity and efficiency within the JKBOCWWB. The current arrangement follows the relief of additional charge from JKAS officer Munir-Ul-Islam, who had been overseeing the position. The General Administration Department stated that the assignment has been made in the interest of public administration.

The Jammu Kashmir Building and Other Construction Workers Welfare Board plays a crucial role in providing welfare schemes and benefits to construction workers across the Union Territory. These benefits typically include financial assistance for education, marriage, medical treatment, and pensions, among other support mechanisms designed to improve the living standards of workers engaged in the building and construction sector.

Pranjal J Hazarika, an Indian Administrative Service officer belonging to the 2021 batch, brings administrative experience from his current role as Additional Secretary in the Labour and Employment Department. This department is directly linked to the welfare of labourers and plays a significant part in policy implementation related to employment and working conditions.

The restructuring of responsibilities within key administrative bodies is a common practice for governments to optimize resource allocation and ensure that crucial functions are managed effectively. The assignment of an IAS officer to oversee the JKBOCWWB highlights the administration’s focus on strengthening the operational capacity of welfare boards and ensuring timely delivery of services to the intended beneficiaries.

The JKBOCWWB was established to register building and other construction workers and to implement various welfare schemes for their socio-economic upliftment. The board collects contributions from employers and workers, which are then utilized to fund these schemes. The effective management of the board is essential for its mission to safeguard the interests of a significant segment of the labour force in Jammu and Kashmir.

Officials indicated that the transition of responsibilities is expected to be smooth, with Mr. Hazarika expected to review the ongoing projects and initiatives of the board to ensure they align with the administration’s broader development goals. The focus remains on enhancing the benefits and accessibility of services provided by the JKBOCWWB to construction workers throughout the Union Territory.
