The Union government has released draft rules for the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, inviting public feedback before the scheme’s nationwide implementation from July 1.
The Chenab Times has learned that the draft rules, framed under Section 33 and other relevant provisions of the Act, were published following the notification of the law’s commencement across all states and union territories. This initiative aims to provide a guarantee for employment and livelihood opportunities in rural areas.
The Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, is a significant legislative measure designed to bolster rural economies and provide a safety net for the workforce. The scheme’s overarching objective is to ensure a certain level of guaranteed employment or livelihood support to eligible individuals in rural communities, thereby addressing unemployment and underemployment issues.
The draft rules detail the operational framework of the mission, outlining the eligibility criteria for beneficiaries, the types of guaranteed livelihood activities, and the administrative mechanisms for implementation. They also specify the responsibilities of various government agencies, both at the central and state levels, in ensuring the effective rollout and monitoring of the scheme.
Public consultation is a crucial step in the legislative process, allowing stakeholders, including citizens, civil society organizations, and experts, to review the proposed rules and offer suggestions. This collaborative approach ensures that the final rules are comprehensive, practical, and effectively address the intended objectives without unintended consequences. Feedback is expected to cover aspects such as the scope of guaranteed livelihood, wage rates, grievance redressal mechanisms, and the integration of the scheme with existing rural development programs.
The implementation of the VB-G RAM G Act is anticipated to have a substantial impact on rural India, fostering economic growth and enhancing the quality of life for millions. By guaranteeing employment and livelihood opportunities, the mission seeks to empower rural populations, reduce distress migration to urban centers, and promote sustainable rural development. The focus on ‘Ajeevika’ or livelihood indicates a broader approach than mere job creation, encompassing skill development and the promotion of sustainable economic activities tailored to rural contexts.
The Act’s provisions are intended to create a robust framework that supports diverse rural vocations and ensures that beneficiaries receive timely and adequate support. This includes mechanisms for identifying suitable livelihood projects, providing necessary training and resources, and ensuring fair compensation for work undertaken. The guarantee aspect suggests that the government will step in to provide alternative opportunities or financial support if the primary guaranteed options are not available.
Further details regarding the submission of feedback, including the deadline and the designated authorities for receiving comments, are expected to be made available through official government channels. The Ministry of Rural Development, which is likely overseeing the implementation, will analyze the submitted suggestions to refine the draft rules before their finalization and notification.
