Gagandeep Singh Dhillon, the husband of 2013-batch Uttar Pradesh cadre IAS officer Divya Mittal, has garnered attention following his wife’s recent resignation from civil services. Dhillon himself is a former civil servant, having exited government service in May 2022 after a distinguished career that spanned international finance and India’s trade administration. He has since transitioned back to financial markets and is currently employed as an algorithmic trader at Neuracap, operating under the name Gagan Dhillon.

Information was available with The Chenab Times that Ms. Mittal announced her resignation on Sunday, a move that is considered rare. In her statement, she articulated that during her tenure, she had come to the realization that standing for what is right is a duty rather than merely an option. Throughout her field postings, Ms. Mittal developed a reputation for her direct engagement with the public. As the District Magistrate of Mirzapur in September 2022, she initiated the practice of holding public meetings in remote areas to directly address and resolve public grievances.

A Career in Finance and Transition to Civil Service

Mr. Dhillon’s background is rooted in extensive experience within the financial sector. Prior to entering public service, he held positions in international finance, including roles at BNP Paribas in Singapore and Citigroup in London. His responsibilities in these firms involved derivative market-making, credit options, and foreign exchange trading. Indian Masterminds reported that Dhillon has ancestral ties to Gidderbaha in Punjab.

Following his return to India, Dhillon successfully cleared the Civil Services Examination in his first attempt in 2010. He subsequently joined the Indian Trade Service (ITS), which falls under the purview of the Ministry of Commerce and Industry. During his tenure in government service, he served within the Directorate General of Foreign Trade (DGFT). His responsibilities there encompassed significant aspects of import policies, export controls, and international business regulations.

Academic Pedigree and Early Career

Dhillon’s academic qualifications underscore a strong foundation in engineering and finance. He earned a B.Tech in Chemical Engineering from the prestigious IIT-Delhi in 2002. He further pursued an MBA in Financial Mathematics from IIM-Bangalore, completing it in 2005. Demonstrating a commitment to continuous learning and advanced studies, Dhillon also completed a Micromasters in Data, Economics, and Development Policy from MIT between 2019 and 2020.

Both Gagandeep Dhillon and Divya Mittal had established successful careers in the corporate world before deciding to prepare for and enter the Civil Services. Prior to their government service, Dhillon was associated with Citigroup in London, while Mittal had worked with JPMorgan.
