Union Home Secretary Govind Mohan convened a critical meeting in New Delhi to assess the readiness of Himalayan States and Union Territories in confronting the escalating threats posed by Glacial Lake Outburst Floods (GLOFs) and snow avalanches. The review underscored the imperative for enhanced preparedness and mitigation strategies across the mountainous regions of India.
The Chenab Times has learned that the meeting, held on September 3, brought together key officials, including the Chief Secretaries and representatives from State Disaster Management Authorities of Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh, and Jammu & Kashmir. Senior functionaries from the Ministry of Home Affairs (MHA), the National Disaster Management Authority (NDMA), the Central Water Commission (CWC), the India Meteorological Department (IMD), and the Defence Geoinformatics Research Establishment (DGRE) also participated, highlighting the multi-agency approach to disaster management.
Discussions centred on the evolving risk profile of GLOFs within the Himalayan expanse. Particular attention was given to the establishment of robust early warning systems, the continuous monitoring of potentially hazardous glacial lakes and snow-covered terrains, and the precise identification of high-risk locations. The review also encompassed the mapping of potential flow paths for floodwaters, the efficient and timely dissemination of alerts to vulnerable populations, the readiness of evacuation procedures, and the overall strengthening of response mechanisms in the event of a disaster.
During the proceedings, the participating States and Union Territories presented their specific preparedness frameworks and ongoing mitigation efforts. These included measures for monitoring glacial lakes, enhancing early warning capabilities, improving the reach of alerts to remote areas, planning for floodwater routes, fostering community resilience, and strategically deploying response resources in identified vulnerable zones. The unique vulnerabilities and tailored preparedness plans of each region were deliberated upon, with a strong emphasis placed on translating planned mitigation measures into tangible actions at the district and local levels.
The Union Home Secretary stressed the necessity for persistent and proactive surveillance of glacial lakes and avalanche-prone areas, especially during periods associated with elevated risk. States and UTs were urged to maintain seamless coordination among various state agencies, district administrations, and scientific and technical institutions. This collaborative approach is deemed essential for ensuring that early warnings are acted upon swiftly and effectively, thereby minimizing potential casualties and damage.
Further emphasizing a shift in strategy, the Union Home Secretary advocated for preparedness to move beyond mere response-oriented actions. He called for a greater focus on risk-informed planning, preventive mitigation efforts, and building comprehensive community-level preparedness. States and UTs received advisories to conduct regular reviews of their existing preparedness plans, meticulously identify any deficiencies in early warning and evacuation systems, and implement necessary corrective actions well in advance of any extreme weather event. He also pointed out the need for States to accelerate the implementation of GLOF mitigation projects that have been sanctioned by the Central Government for the Himalayan states.
The meeting concluded with clear directives for sustained inter-agency cooperation, the regular exchange of critical risk-related information, and the continuous enhancement of early warning and response mechanisms. The overarching objective remains to significantly reduce the loss of life and property in the vulnerable Himalayan regions susceptible to GLOFs and snow avalanches.
