District Legal Services Authority in collaboration with Social Welfare Department organised an awareness Programme to observe International Literacy Day. Tehsil Social Welfare Officer Bhaderwah Subash Chander Kotwal was chief guest on the occasion whereas retainer lawyer Advocate Manjeet Razdan , Advocate Divya Kotwal was guest of honour and Advocate Mohd Majid Malik was resource person on the occasion . Speaking on the occasion retainer lawyer DLSA , Advocate Mohd Majid Malik said at the 14th session of UNESCO’s general conference in 1966, the first ever International Literacy Day was declared and since then it has been celebrated annually in an effort to highlight the importance of literacy to individuals and communities around the world. He said this year theme is ‘Literacy teaching and learning in the COVID-19 crisis and beyond: the role of educators and changing pedagogies’ and also informed that according to recent consensus, about 775 million adults lack the minimum education that is required to be literate and of those, 60.7 million children are out of school or are rare attendees.

According to the UNESCO’s ‘Global Monitoring Report on Education for All’ (2006), South Asia has the lowest regional adult literacy rate, at 58.6% and the causes for this illiteracy range from severe poverty and the prejudice against women.This day is celebrated in an effort to combat these problems and to provide a quality education for all. Retainer lawyer Mohd Majid Malik also said this year’s celebration is going to shed light on “the role of educators and changing pedagogies.” It thinks of literacy from the perspective of a lifelong experience and hence its importance for the youth and adults.He also said government of India has taken various steps to ensure higher literacy rate. Firstly Right to Education act declares that all the children upto the age of 14 are entitled to free compulsory education. Children are provided free education in the government school. Moreover, the expenses of books and uniform are also borne by the school for poor children. Mid-day meal is also provided to the children. Besides, there are many programs like ladli are introduced to raise the enrollment and education of girl child. Adult education is also taken up in many villages by the schools to spread awareness and literacy among illiterate adults, he added .
