On Saturday, Additional Director General of Police (ADGP) Kashmir, Vijay Kumar, led a high-level meeting in Anantnag district to assess the security of the National Highway (NHW) and the standard operating procedures (SOPs) followed by security forces during convoy movements.
The meeting saw the participation of several key figures, including the General Officer Commanding (GOC) of Victor Force, the Inspector General of Traffic for Jammu and Kashmir, the Army’s Sector Commander 1st, and various other officers from the police, security forces, and intelligence agencies.
During the meeting, ADGP Vijay Kumar encouraged all attending officers to jointly survey the NHW in their respective areas of responsibility (AOR) and recommend adjustments to the SOPs to ensure the smooth flow of civilian traffic during convoy movements, without unnecessary disruptions.
One significant outcome of the meeting was the directive to identify areas along the National Highway requiring engineering intervention. This includes raising divider heights, establishing direct lateral entries, U-turns, and service lanes. Additionally, recommendations were made for underpasses or overpasses to maintain traffic flow. The installation of additional CCTV cameras along the highway was also discussed.
To enhance security during convoy movements, SHOs and SDPOs will be stationed at vulnerable spots on the NHW. ADGP Kashmir emphasized the importance of discouraging illegal construction and cooperating with civil administration and the National Highways Authority to remove such unauthorized structures.
As an immediate measure, it was decided during the meeting that no civilian traffic would be halted on the National Highway during VVIP and senior officers’ movements. The participants also agreed to propose further measures to ensure the uninterrupted flow of civilian traffic in a phased manner. These proposed SOPs will be submitted for higher-level approval.
Special attention was given to lateral entries on the National Highway, with plans to deploy additional personnel for smoother traffic flow. Traffic police were urged to augment manpower on important and busy laterals.
Furthermore, all district Senior Superintendents of Police (SsP) were instructed to gather specific intelligence and conduct anti-terrorist operations along the NHW sides, taking legal actions against overground workers (OGWs) operating in these areas.
