Huge scam exposed in NRHM Doda

Enquiry officer justifies delay in probe

Huge scam was exposed in National Rural Health Mission under RBSK scheme in Doda.

A probe ordered by the District Development Commissioner into a fraud in NRHM in Doda has allegdely been ingnored by the enquiry officer.

District Development Commissioner Doda to conduct enquiry about this matter. In this connection, DDC Doda appointed the ADDC Doda as enquiry officer video letter No DVO.D Vigilance 2018314 dated 11-07-2018 issued an order to conduct enquiry.

As per reports, Huge fraud was done by employees of Health Department in National Rural Health Mission under Rashtriya Bal Swasthya Karyakram (RBSK) scheme in Doda district.

After appointed as enquiry officer, ADDC Doda conveyed meeting in the matter and check the records of RBSK but after few days, high sources said that some tempering was conducted in the records and the enquiry about this matter is delayed after three months gone; Zakir Hussain said.

Earlier, In the meeting, Health Department officials submitted list of vehicles,  some vehicles were not in the list which clearly shows huge fraud was done in the helath department. In the first meeting, Zakir Hussain also showed the CMO order copy vide letter No NHM D 488 89 dated 01-09-2017 to Block Medical Officer Gandoh to hired the vehciles for RBSK purpose but BMO hired his own health officials vehicles bearing registration No JK02BH-3030 which was not mentioned in the list of health record and the payement has been drawn which clearly shows it was fraud but enquiry officer didnot bother at this or ask anything to health officials. ADDC Doda told officials to come with record in next meeting, it clearly indicates that enquiry officer are also involved and gives ful time to culprits to change the record. High level sources told that officials erase the letter from dispatch register in CMO office which was issued to BMO Gandoh for hiring vehicles to save the health officials. The culprits have change the whole record in all officials all the dates from disptach register and letter issued after that.

It is important to mentioned here that, Zakir Hussain requested to enquiry officer Doda to seized the record but he return the all records to Health officials and give full time to change the record.

The said vehicle is provided on need basis for two months till the e-tendering is completed but the health officials continue to draw payments bill for nine months, the vehicle didnot mentioned in the list hired undrr RBSK scheme. All the payments is drawn in the name of Khan Tour and Travels to whom tender has been given. Khan Tour and Travels has neither any vehicles and nor his office ; Zakir Hussain said.

It is necessary to mentioned here that, Some Doctors of RBSK scheme was deputed at roaster duty in some health centre and hospitals and doctors attended duty full day their than and same day Doctors went to schools for Screeing of childerns even the payments was drwan on the same days. After 3 months, there is no output from enquiry officer. Now, demanded to change the enquiry officer, so that the enquiry should be done on transparent manner. Zakir Hussain said.
