Mumbai Civic Body Considers Live Telecast of General Body Proceedings for Transparency

The Brihanmumbai Municipal Corporation (BMC) is exploring the possibility of live telecasting its general body proceedings in a move aimed at enhancing transparency and accountability in the functioning of Asia’s largest municipal corporation. The proposal, put forth by senior Shiv Sena (UBT) leader and former Mumbai Mayor Shraddha Jadhav, is expected to be discussed within the civic body this month and will require a formal vote for approval.

Demand for Greater Public Scrutiny

In a notice of motion dated March 23, Jadhav highlighted that despite the BMC’s significant role in policy-making for Mumbai, its functioning has not been fully open to public scrutiny. Issues directly impacting citizens’ daily lives are deliberated upon during the general body proceedings and special meetings. Therefore, Jadhav argued, there is an urgent need to bring these discussions before the general public to foster greater citizen participation and awareness regarding the civic body’s operations. She proposed that the BMC should adopt live telecasting and recording of discussions, similar to the practices in the Lok Sabha and State Legislative assemblies.

The implementation of live telecasts, according to Jadhav, would play a crucial role in improving administrative transparency and making the authorities more accountable to the public. The proposal is slated to be tabled for discussion later this month, with a formal vote determining its fate.

Context of Civic Governance in Mumbai

The Brihanmumbai Municipal Corporation, comprising 227 elected representatives and 10 nominated corporators, convenes in its heritage hall in Fort to discuss public issues and formulate policy decisions for the city. These representatives are also part of four statutory committees: standing, education, improvement, and BEST committees, which meet regularly to address specific civic matters. The proposal for live telecasting emerges at a time when various initiatives are being considered to streamline and improve the BMC’s governance. Recent discussions within the civic body have also included proposals for a real-time audit of birth certificate issuance to curb fraudulent practices, following the discovery of allegedly forged certificates. This move aims to plug gaps in the system and ensure stricter compliance with registration rules.

Furthermore, the civic body has been grappling with other governance-related issues. In February 2026, a heated debate occurred during a general body meeting concerning a proposal to scrap the civic school adoption policy. While some corporators argued for its cancellation due to concerns about teacher eligibility, others, particularly from the BJP, defended the policy for its role in improving school infrastructure and student outcomes. The proposal was ultimately rejected by a majority vote.

Additionally, in early March 2026, the newly constituted civic body held its first standing committee meeting after a gap of nearly four years. This meeting placed numerous development proposals, collectively valued at approximately ₹2,800 crore, before the statutory panel for financial clearance. The return of the elected body marked a significant shift in Mumbai’s civic governance, as project decisions had been exclusively managed by a state-appointed administrator during the preceding period.

The push for live telecasting of BMC proceedings aligns with a broader trend towards increased digitalization and transparency in governance across India.
