Himachal Pradesh: CM Sukhu Directs Expedited Completion of Shongtong-Karcham Hydel Project

Chief Minister Sukhvinder Singh Sukhu has set stringent deadlines for the completion of the 450 MW Shongtong-Karcham Hydel Project in Himachal Pradesh, mandating that the first phase be operational by January 2027 and the entire project by the end of the same year. The directive came during a comprehensive review of the project’s progress on the Satluj River, which the Chief Minister undertook during his two-day visit to Kinnaur district.

Information was available with The Chenab Times that during his visit, Chief Minister Sukhu personally inspected key project sites including the powerhouse, surge shaft, and barrage areas. He engaged directly with the engineers and workers on the ground, seeking updates on the ongoing construction activities and addressing any immediate concerns. This hands-on approach underscores the state government’s commitment to fast-tracking the development of this crucial energy infrastructure.

Upon its full commissioning, the Shongtong-Karcham project is projected to be a significant contributor to Himachal Pradesh’s energy sector. It is estimated to generate approximately 1,579 million units of electricity annually. This substantial output will not only bolster the state’s power generation capacity but also enhance its energy security and grid stability. Economically, the project is anticipated to inject around ₹900 crore annually into the state’s economy, providing a considerable boost through revenue generation and associated economic activities.

Chief Minister Sukhu reiterated the state government’s unwavering commitment to fostering clean energy infrastructure and promoting sustainable development across Himachal Pradesh. He emphasized that the successful and timely completion of the Shongtong-Karcham project is integral to this vision. The project’s enhanced power generation capability is expected to contribute significantly to the state’s self-reliance in energy, while simultaneously aligning with national and global imperatives for environmentally sustainable growth. The Chief Minister acknowledged that the project has faced and continues to navigate various challenges. However, he assured that the state government has implemented strengthened monitoring mechanisms and refined project planning strategies to ensure proactive intervention and overcome these hurdles effectively.

During the review, it was confirmed that seventy-five percent of the Shongtong-Karcham Hydel Project work has already been completed. The critical civil engineering components, including the barrage structure, the head race tunnel, and the powerhouse infrastructure, are all reported to be in advanced stages of construction. Concurrently, the complex electro-mechanical works are progressing systematically in a phased manner, carefully aligned with the overall construction timeline to ensure seamless integration and adherence to the completion deadlines.

The review meeting was attended by a delegation of senior state government officials and project stakeholders. Among those present were Revenue Minister Jagat Singh Negi, Secretary to the Chief Minister Ashish Singhmar, and the Managing Director of the Himachal Pradesh Power Corporation Limited (HPPCL), Abid Hussain Sadiq. Their presence alongside other senior officials highlighted the high priority accorded to the Shongtong-Karcham project by the state administration.

The Shongtong-Karcham project, located on the Satluj River in Kinnaur district, is a run-of-the-river hydroelectric power project. It is designed to harness the water resources of the Satluj River for power generation. The project’s strategic importance lies not only in its contribution to the state’s energy needs but also in its potential to attract further investment in the renewable energy sector. Such projects are vital for India’s broader goal of achieving energy independence and reducing its carbon footprint. The completion of the first phase by January 2027 will mark a significant milestone, enabling partial power generation, while the full operationalization by the end of the year will unlock the project’s complete potential.

Himachal Pradesh, known for its vast hydropower potential, has been actively developing its renewable energy sources. Projects like Shongtong-Karcham are crucial for the state to leverage its natural resources sustainably. The emphasis on timely completion and efficient project management, as directed by Chief Minister Sukhu, aims to ensure that the project delivers its intended economic and environmental benefits without undue delay. The proactive monitoring and intervention mechanisms mentioned by the Chief Minister are designed to preempt potential bottlenecks and ensure a smooth execution of the remaining project phases.

The interaction with the on-site engineers and workers is indicative of the government’s recognition of the crucial role played by the workforce in bringing such large-scale infrastructure projects to fruition. Addressing concerns and ensuring the well-being of the project staff are often integral to maintaining momentum and productivity at construction sites. The project’s progress also aligns with the broader national agenda for increasing renewable energy capacity and promoting green initiatives across the country. The economic benefits projected for Himachal Pradesh, including the annual revenue generation, underscore the long-term positive impact expected from this initiative.
