Srinagar: The Jammu and Kashmir administration has assigned additional responsibilities to Dr Piyush Singla, IAS, Secretary to the Government, Information Technology Department, taking on charge of the Transport Department and the Hospitality & Protocol Department. This move is aimed at streamlining administrative functions within the Union Territory.
The Chenab Times has learned that Dr Singla, who is already serving as the Administrative Secretary for the Public Grievances Department, will now concurrently manage these two key departments. This decision was formalized through Government Order No. 806-JK(GAD) of 2026, issued on April 18, and is considered to be in the interest of administration.
Dr Singla’s new portfolio includes overseeing the Transport Department, which governs all aspects of public and private transportation within Jammu and Kashmir, and the Hospitality & Protocol Department, responsible for managing official guest houses, events, and the protocol for visiting dignitaries. These additional duties are expected to be carried out by Dr Singla alongside his existing responsibilities.
The appointment of Dr Singla to these additional roles is a temporary measure. The Government Order specifies that he will continue to hold these charges until Ms Avny Lavasa, IAS, resumes her duties. This indicates a planned reallocation of responsibilities pending the return of a key official.
The administrative reshuffle underscores the dynamic nature of governance and the flexibility required to ensure the smooth functioning of government departments. Assigning additional charge to a senior official like Dr Singla, who has a proven track record in various administrative capacities, is a common practice to maintain operational continuity during periods of absence or transition.
Dr Piyush Singla’s experience in the Information Technology Department, coupled with his existing role in Public Grievances, suggests an administrative approach that values efficiency and public service. The inclusion of Transport and Hospitality & Protocol departments under his additional charge could potentially lead to integrated policy-making or operational improvements.
The Transport Department plays a crucial role in the Union Territory’s infrastructure and connectivity, impacting daily commutes, logistics, and economic activity. The Hospitality & Protocol Department, on the other hand, is vital for maintaining the image and efficiency of the government’s outreach and accommodation facilities for official functions and visitors.
The decision to grant additional charge has been communicated to all relevant departments and stakeholders. The administration anticipates that this arrangement will ensure uninterrupted service delivery and efficient management of the Transport and Hospitality & Protocol departments during the interim period. The specifics of Ms Avny Lavasa’s return date are not mentioned in the order, implying that Dr Singla’s additional responsibilities will continue for an unspecified duration.
This administrative adjustment is part of the broader efforts by the Jammu and Kashmir government to enhance administrative oversight and ensure that key departments function effectively. The transfer of additional charge is a procedural step often taken to manage workloads and maintain the momentum of governmental operations.
