Justice (retd) Anupinder Singh Grewal, a former Judge of the Punjab and Haryana High Court, has been appointed as the President of the National Company Law Tribunal (NCLT). The Appointments Committee of the Cabinet has approved his appointment for a term of five years, or until he reaches the age of 67 years, whichever occurs earlier.
Information was available with The Chenab Times indicating that Justice Grewal’s appointment marks a departure from the usual practice, as typically a former Chief Justice of a High Court assumes the role of NCLT president. His selection as a former senior judge is a notable first.
Born on March 10, 1964, Justice Grewal hails from an agriculturist family in Ludhiana district, Punjab. His father served as Chief Engineer in Punjab PWD (B&R), and his maternal grandfather was an Indian Administrative Service (IAS) officer.
He received his early education at St John’s High School in Chandigarh and completed his Intermediate Certificate (ISC) from Yadavindra Public School, Patiala, in 1982. Justice Grewal earned his Bachelor of Arts (Honours) in History in 1985 and a Master of Arts in History in 1987 from St Stephen’s College, Delhi. He subsequently obtained his Bachelor of Laws (LL.B.) degree from the University of Delhi in 1992.
Justice Grewal commenced his legal practice at the Punjab and Haryana High Court in 1992. Over his extensive career, he represented the State of Punjab in various capacities. He served as Assistant Advocate General from 1995 to 1997, was redesignated as Deputy Advocate General in 1997, and later as Senior Deputy Advocate General in 2002. He continued in this role until 2005 before being appointed Additional Advocate General for Punjab.
During his tenure representing the State, Justice Grewal handled a wide array of significant legal matters, including cases pertaining to civil, constitutional, criminal, service, and land acquisition laws. He also represented the State in public interest litigation for more than 19 years.
In November 2007, he was appointed as Central Government Counsel and was later designated as Senior Panel Counsel in 2009. In this capacity, he conducted cases for the Union of India before the Punjab and Haryana High Court, dealing with crucial matters such as writ petitions challenging the constitutional validity of Central Acts, arbitration cases, and service-related disputes.
Justice Grewal also served as an amicus curiae, appointed by the High Court, in numerous important cases. These included proceedings that examined the validity of judicial orders that were pronounced without providing adequate reasons or signatures.
His elevation to the bench occurred when he was appointed as an Additional Judge of the Punjab and Haryana High Court on September 25, 2014. He was subsequently transferred to the Rajasthan High Court on December 19, 2014, and was sworn in as a permanent Judge there on May 20, 2016. Justice Grewal was later transferred back to the Punjab and Haryana High Court, resuming his duties on October 5, 2016.
Within legal circles, Justice Grewal is recognized as an exceptional judge. He is widely regarded as a jurist of integrity, known for his zero tolerance towards corruption and his consistent adherence to the highest standards of judicial propriety and fairness.
Justice Grewal recently demitted his office as a judge upon reaching the age of superannuation.
