Jammu and Kashmir: CM Outlines Six-Month Governance Agenda as Darbar Move Returns to Srinagar

SRINAGAR: Chief Minister Omar Abdullah has set a detailed six-month governance agenda for Jammu and Kashmir, focusing on the execution and timely delivery of development programmes. The directives were issued during a high-level meeting at the Civil Secretariat in Srinagar, held shortly after the formal reopening of offices under the traditional Darbar Move.

Information was available with The Chenab Times that the meeting emphasized the optimal utilization of resources and the faithful implementation of budgetary commitments. The Chief Minister described the return of the administrative machinery to Srinagar as a significant milestone, noting that this year’s transition was managed more effectively due to enhanced advance planning and inter-departmental coordination. He underscored the next six months as crucial for governance outcomes, especially given the favourable weather conditions conducive to developmental activities.

Key Priorities for Six-Month Term

Chief Minister Abdullah highlighted that the current period coincides with the annual Shri Amarnathji Yatra and the peak tourism season. This necessitates strengthened coordination between the civil administration and security agencies to ensure seamless arrangements for pilgrims and tourists. He stressed that the governance performance during this phase would be a critical determinant of public satisfaction.

The Chief Minister called for enhanced inter-departmental cooperation, urging officials and elected representatives to work collaboratively within existing resources. He also encouraged the leveraging of central assistance and the exploration of new funding avenues to bolster service delivery across the Union Territory. Abdullah added that the government now possesses a defined set of commitments stemming from the recent Budget session, making timely project execution and efficient fund utilization paramount.

Administrative Preparedness and Future Tasks

During the meeting, Deputy Chief Minister Surinder Kumar Choudhary, along with several ministers, the Chief Secretary, administrative secretaries, and senior police officers, provided updates on governance priorities and departmental readiness. Chief Secretary Atal Dulloo presented a detailed overview of administrative arrangements, including the deployment of officers between Srinagar and Jammu. He emphasized the need for priority arrangements for Move employees, essential services, and food supplies.

The Chief Secretary also reviewed preparedness for flood management ahead of the monsoon season and urged heightened vigilance in landslide-prone areas. Dulloo stressed the importance of expediting infrastructure restoration works, ensuring uninterrupted electricity and water supply, and accelerating the implementation of cabinet decisions made over the past eighteen months. Upcoming administrative tasks, such as the Census process beginning with self-enumeration from May 17 to May 30, were also highlighted, with departments urged to support the digitization of land records as a key governance reform measure.

The Chief Secretary reiterated the administration’s commitment to coordinated governance and effective service delivery throughout the six-month Darbar period in Srinagar, under the Chief Minister’s leadership.
