The Delhi Traffic Police are introducing a new measure to ensure that traffic violation challans reach the correct recipients by implementing an One-Time Password (OTP) verification system for mobile numbers provided by offenders.
This initiative aims to address the long-standing issue of motorists providing incorrect mobile numbers to evade fines. Previously, drivers caught violating traffic rules would often provide a fake number, hoping the challan would go astray. However, under the revised procedure, traffic personnel will send an OTP to the number given by the alleged offender on the spot. If the individual provides a wrong number, the OTP will not be received, thereby preventing the issuance of a challan to an incorrect recipient.
According to officials, a significant number of incorrect or outdated mobile numbers in the challan database have caused problems for the department. This not only leads to misdirected fines but also causes unnecessary anxiety for individuals who may mistakenly receive challans meant for others. The Delhi Traffic Police handle a substantial volume of challan-related updates daily, with approximately 20,000 challans issued to correct recipients each day.
The new OTP verification process will be integrated into the on-the-spot challan issuance system. When traffic personnel stop a motorist for violations such as jumping a red light or over-speeding, they will request the driver’s current mobile number. This number will then be verified through an OTP sent to it. This step is crucial, especially for those who may not have their driving licences linked to their current mobile numbers.
In a related development, the Delhi government has been working to digitize the challan system further. New rules have been introduced that mandate a 45-day deadline for paying or challenging a traffic challan. Failure to comply within this period means the challan is deemed accepted, with payment then required within an additional 30 days. For those who choose to dispute a challan, they must deposit 50% of the fine amount before proceeding with a legal challenge. Repeat offenders are also facing stricter penalties, with the possibility of driving licence suspension or cancellation for those committing five or more violations in a year.
The push towards a fully digital challan process includes enhanced online dispute resolution systems and a central portal for all challan-related services. Motorists can check pending fines, raise disputes, and make payments through a single platform. This digital overhaul aims to improve road discipline, expedite enforcement, and reduce the backlog of pending challans in the capital.
Authorities are strongly advising motorists to ensure their contact details, including mobile numbers linked to their driving licences and vehicle registration documents, are up-to-date. This will help prevent missed notifications and potential penalties. The Delhi Traffic Police also continue to issue advisories against online scams that impersonate traffic authorities, urging citizens to verify all challan information through official government websites like echallan.parivahan.gov.in before making any payments.
