Information was available with The Chenab Times detailing a labyrinthine basement within this second property, characterized by cramped rooms, narrow corridors, and extensive use of wooden panelling, raising serious concerns about fire safety protocols.

The basement is accessible via a staircase largely covered with wooden-finish wall panels, leading to a confined corridor that serves as the sole access point to several small rooms designated for guest accommodation. These rooms are tightly furnished, with double beds consuming most of the floor space, leaving minimal room for movement. Built-in wardrobes, side cabinets, and appliances are fitted into these compact layouts, exacerbating the sense of confinement.

A notable absence of windows or natural ventilation in several basement rooms necessitates reliance on air-conditioning, ceiling fans, and lighting. Some rooms exhibit low ceilings and limited airflow, conditions that experts warn could prove hazardous in the event of smoke accumulation during a fire.

One room, for instance, offers barely enough space to walk around, occupied by a bed, a chair, and a small refrigerator. Another room is almost entirely taken up by a bed and storage units, with no visible external ventilation openings from the doorway.

The basement also contains a common area and a kitchen. Photographs indicate a cooking station fitted into a recessed alcove, situated in close proximity to LPG gas connections and electrical appliances. This kitchen area is surrounded by laminated wooden-finish panels and cabinetry – materials that fire safety experts often flag as potential contributors to the rapid spread of flames and smoke in fire incidents.

The common area similarly features extensive wooden cladding on its walls and ceilings. The narrow corridor connecting the rooms is also lined with wooden panelling throughout its length.

These findings are significant as investigators continue their probe into the fatal blaze that engulfed the Flourish Stay B&B on Wednesday morning. Authorities are scrutinizing whether violations of fire safety norms, unauthorised construction, and interior modifications played a role in the scale of the tragedy, which resulted in the deaths of 21 individuals, many of them foreign nationals.

The fire, which broke out early Wednesday, rapidly spread through the three-story hotel, trapping guests inside. Initial reports indicated that the hotel operated without a fire-fighting system or an occupancy certificate, underscoring potential systemic failures in regulatory oversight.

The incident has prompted widespread calls for stricter enforcement of fire safety regulations across the city and for a thorough review of building norms, particularly for establishments offering accommodation.
