Mumbai: The Mumbai Crime Branch has arrested a key accused in the multi-crore fraud case that allegedly duped actor Javed Jaffrey’s wife and relatives of over ₹16 crore. The accused, Devendra Padwal, was apprehended from Sindhudurg district for his alleged role in forging a power of attorney to facilitate the scam. However, a Municipal Corporation of Greater Mumbai (BMC) official, identified as Assistant Commissioner Mahesh Patil, remains at large, prompting authorities to issue a Look Out Circular (LOC) against him to prevent his departure from the country.
The fraud reportedly centers around a Bandra redevelopment project, where investors were allegedly promised lucrative returns and commercial spaces. The scheme allegedly involved forged documents and false assurances, leading to substantial financial losses for the victims. Actor Javed Jaffrey’s wife, Habiba Jaffrey, is stated to have first encountered Mahesh Patil at his BMC office in April 2024, seeking clarification on a tax-related matter. Patil then allegedly introduced her to an investment opportunity in a Bandra property project, advising her to channel the investment through UK-based businessman Nishit Patel, who has also been arrested in connection with the case.
According to investigators, Nishit Patel is accused of frequently visiting the Jaffrey residence, presenting project layouts and maps, and persuading the family to invest nearly ₹30 crore. He allegedly used forged letters purportedly from a private bank and other fabricated project-related documents to instill confidence. The alleged fraud came to light in July 2025 when the complainants discovered discrepancies after checking official records at the Bandra registration office. A significant number of influential individuals, including retired police officers, civic officials, artists, and retired judges, are reported to have invested substantial amounts ranging from ₹50 lakh to ₹20 crore in the project.
The Mumbai Crime Branch’s Property Cell had previously arrested Nishit Patel for his alleged involvement. Subsequently, another accused, Rupesh More, was arrested for allegedly impersonating government staff to convince the Jaffrey family to invest. Mahesh Patil, a suspended BMC Assistant Commissioner, is considered a crucial figure in the case, with investigators believing he played a significant role in the alleged deception. The issuance of the LOC against Patil highlights concerns that he might attempt to abscond and potentially leave the country, complicating the ongoing investigation.
The scale of the alleged fraud underscores a sophisticated operation involving multiple individuals and the alleged use of fabricated documentation to mislead investors. The investigation continues as authorities work to trace the full extent of the financial transactions and apprehend all involved parties. The involvement of a BMC official and the alleged use of forged government documents have raised serious concerns about the integrity of such investment schemes and the protection of investors.
