Jammu and Kashmir has registered a decline in cybercrime cases in 2024, marking a turnaround after four consecutive years of increase. This comes as the Union Government reported preventing over Rs 11,158 crore in cyber fraud nationwide through its financial fraud response systems and expanding cyber policing infrastructure.
According to data presented in the Lok Sabha by the Ministry of Home Affairs, Jammu and Kashmir recorded 120 cybercrime cases in 2020, which rose to 154 in 2021, 173 in 2022, and 185 in 2023. The figure subsequently fell to 114 cases in 2024, placing the Union Territory among the few regions to experience a year-on-year decrease in such incidents.
The Chenab Times has learned that these statistics were disclosed in response to Lok Sabha Unstarred Question No. 251 concerning national cybercrime data, with the Minister of State for Home Affairs, Bandi Sanjay Kumar, providing the details.
Nationally, however, cybercrime cases have continued to surge. Data from the National Crime Records Bureau (NCRB) indicates a sharp rise, with registered cases escalating from 50,035 in 2020 to 101,928 in 2024, underscoring the growing prevalence of digital offences across India.
The Ministry highlighted the effectiveness of the Indian Cyber Crime Coordination Centre (I4C) and the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) in combating cyber-enabled financial frauds. As of June 30, 2026, this system had reportedly saved over Rs 11,158 crore by addressing more than 3.28 million complaints.
Between 2021 and 2025, the National Cyber Crime Reporting Portal received over 6.58 million financial fraud complaints, with reported losses exceeding Rs 55,050 crore. Authorities have placed over Rs 8,189 crore under lien and initiated more than 1.95 lakh First Information Reports (FIRs).
The government acknowledged that the investigation of cybercrimes falls under the purview of state and Union Territory police, as law and order are state subjects. Nevertheless, the Centre provides support through policy guidance, technological assistance, funding, and capacity-building initiatives.
Measures implemented by the Centre include the Samanvaya intelligence-sharing platform, which has facilitated the apprehension of 29,837 individuals and processed over 233,000 cyber investigation assistance requests. The CyTrain online learning portal has seen registrations from over 163,000 police and judicial officers, with more than 161,000 certificates issued.
Furthermore, 281 Cyber Commandos have completed specialized training at prestigious institutions such as IITs, IIITs, Rashtriya Raksha University, and the National Forensic Sciences University. To bolster forensic capabilities, the Centre has disbursed Rs 132.93 crore under the Cyber Crime Prevention against Women and Children (CCPWC) scheme.
Cyber forensic-cum-training laboratories have been established in 33 states and Union Territories. More than 24,600 police personnel, judicial officers, and prosecutors have received specialized training. The country is currently supported by seven Central Forensic Science Laboratories and 28 State Forensic Science Laboratories that aid in cybercrime investigations.
The Ministry also announced the operationalization of new standard operating procedures and modules from April 2026, aimed at accelerating the restoration of defrauded funds and improving grievance redressal mechanisms for complaints submitted through the National Cyber Crime Reporting Portal.
